Hello Gerald,
Assuming there are no additional stream, wetland, or buffer impacts at the new disposal location, then sending a letter
with the information as stated below will suffice for DWR. If there are new impacts those would require a 401/buffer
modification.

Hi Gerald, and thanks for the email. Sending a letter with mapping of the new site and asking for concurrence from the
Corps will suffice for this detail change. In addition to the sediment disposal material, note also that the return water
from the upland contained disposal area is not allowed to impact any additional waters without authorization
(reference NWP 16). Please let me know if you have any questions.

Subject: [URL Verdict: Neutral][Non-DoD Source] High Point Upper Piedmont Lake, SAW-2019-02250
Hi Dave and Sue,
We have a problem with the Upper Piedmont Parkway lake Dredging project (SAW-2019-02250 and DWR #
2019-1604 v.2). Our permit application identified the sediment disposal site as Kersey Valley Landfill, but the
landfill manager just informed Schnabel that they won't accept the sediment unless it is filter -pressed to dry it
out, as they need it for capping material. The cost to do that would overwhelm the project cost.
The City of High Point's public services engineer is now seeking alternative disposal sites. One possible site is a
former water treatment plant basin on Washington Street, and the other is a landfill in Thomasville. Once the
City has found an acceptable site, can we just send a letter to ACE and DWR with mapping of the new site, or
will we need to revise and resubmit the permit application ? We understand of course that the sediment
disposal may not impact any additional waters.

Subject: dredge
Ok Folks,
We have an interesting situation. The dredged material was rejected from the Kersey Valley landfill. The landfill
indicated they wanted the material filter -pressed before they would accept it. This was not expected and the additional
cost to perform this handling process would overwhelm the cost of the project.
I called Allan (City) to see what options we have. He sent me an email regarding two other places we might be able to
used to get rid of the material. (see attached)
If we agree that either (or both) of these places is acceptable for us to deposit the material — we then need to see if we
can change the permit. The permit specifically states that we will deposit the material at the Kersey Valley landfill. I
don't think the Army Corps will care where the material is deposited — as long as it's a regulated disposal site. Attached
is an email that talks about alternative disposal sites.
Gerald, if we find out that the sites the City listed in the email (attached) are worthy to take our sediment, how difficult
(time -wise) would be to change the permit? Or do you think the Army Corps will care that the disposal site has changed?
Thank you!
