December 2, 2014 The project area includes tracts of land owned by James W Harris, III and Linda D Harris in Manns Harbor, Dare County North Carolina (Relevant portion of USGS Topographic Quadrangle -Manns Harbor with project area identified- Attachment 1) The Harris' propose to maintain an existing canal /ditch that is located immediately adjacent to Old Highway 64 Portions of the ditch are found on property owned by NC DOT and portions are located on property owned by the Harris's 330 linear feet of ditch were excavated (presumably back when 64 was constructed) through a 2 10 acre area that is now considered Section 404 Wetlands This ditch along the highway is part of a network of ditches and conveyances that drain various areas of the Manns Harbor Community, eventually emptying into the Croatan Sound The proposed project is installation of a stormwater pipe to stabilize the bank of highway 64 (previously done with small rip rap) and raising the grade of the ditch to match the surrounding wetland elevations NC DOT requested drop inlets to ensure that Highway 64 drains properly The attached Site Plan (Attachment 2) shows the culvert, proposed area of impact/fill, and drop inlets and other necessary design features Attachment 3 shows details of the pipe /culvert and inlets specified Mitigation Mitigation for impacts to Section 404 Wetlands includes preservation through deed restriction of 85,389 sf (1 96 acres) - -which is the remaining balance of wetlands located on site, and not including the proposed area of impacts A sample deed restriction is attached for reference (Attachment 3) Purpose and Need The purpose of the proposed fill is to stabilize the shoulder of Highway 64 along property owned by both James and Linda Harris and the NC DOT and still allow for the conveyance of stormwater runoff from Highway 64 NC DOT has issued an Encroachment Permit for this work (Attachment 4) Avoidance and Minimization The proposed project will keep the function of the ditch by conveying stormwater and has been designed to not remove the adjacent wetland hydrology In addition, specialized anchors (Platipus Anchors®) are specified to limit the amount of fill cover required to stabilize the pipe and account for buoyant force Additional Documentation The following items are attached as supporting documentation to this Notification Attachment 1 USGS topographic Quad- Manns Harbor with site identified Attachment 2 Nationwide 13 /Stormwater Improvement Plan Attachment 3 Drainage Details Plan Attachment 4 Sample Deed Restriction O Oa- VgATkc9OG Office Use Only Corps action ID no DWQ project no Form Version 1 0 November 2008 Page 1 of 11 PCN Form — Version 1 0 November 2008 Version Pre - Construction Notification (PCN) Form A.
