The proposed project involves replacement of a section of 4 -inch diameter natural gas transmission line with a new 6 -inch natural gas line between Greenville and Washington, North Carolina. The purpose of this letter is to request a second re- verification of the previously authorized Nationwide Permit (NWP -12) verification to account for relocation of the proposed new pipeline crossing beneath the Tar River. The existing line originates at a meter station south of East 10th Street in Greenville, Pitt County, North Carolina (35.596321N,-77.325093W). The overall route then generally follows an existing natural gas line ROW for approximately 15 miles, terminating at an existing meter station on the north side of U.S. Highway 264 in Washington, Beaufort County, North Carolina (35.572551N,-77.081451W). In support of this request, please find the following: • Figures - Site Vicinity Map (Figure 1); USGS Topographic Map (Figure 2) and a 2013 Aerial Photograph (Figure 3) • Appendix I — Most Recent Permit Authorization Letters • Appendix II - Revised Impact Drawings and HDD Profile ® Appendix III - Revised Impact Tables S &ME, INC / 9751 Southern Pine Boulevard / Charlotte, INC 28273 -5560 / p 704 523 4726 f 704 525 3953 / www smeinc corn Request for Revision of Existing NWP- 12M/QC 3884 Authorization SWE Project No 1357 -12 -014 PNG Line 42 Replacement Proiect December 5, 2014 The project received initial authorization from the U.S Army Corps of Engineers (USACE) in accordance with Nationwide Permit No. 12 on November 6, 2013 (SAW Action ID No. 2013- 02154). Additional minor impacts stemming from re- configuration of proposed easement were subsequently authorized on September 16, 2014. The project was granted authorization by the North Carolina Division of Water Resources (NCDWR) under General Water Quality Certification No. 3884 on October 10, 2013 (DWR Project No. 12 -1024, Ver.2), and the revisions were approved on September 9, 2014. Copies of the most recent authorization letters are included in Appendix I. A copy of this request is also being provided to the USACE Section 404/10 re- verification. PURPOSE FOR PROJECT REVISIONS The primary purpose of this revision is to amend the location of the new gas line crossing below the Tar River. The new gas line was originally designed to cross the river parallel to PNG's existing gas line easement where the existing pipe is located. Since the time of the most recent permit authorization, PNG discovered that an additional, previously unmapped 8 -inch gas line is also located within or adjacent to their existing easement. Efforts to locate the existing gas line in its entirety using a variety of utility locating equipment have been unsuccessful. As such, installation of the new pipe as it was originally proposed represents an unacceptable safety risk. Accordingly, PNG decided to relocate the proposed new crossing in order to avoid the potential of damaging the existing gas line while installing the new pipe by horizontal directional drilling (HDD). REVISED IMPACTS The new pipeline will be installed via HDD to avoid direct stream and wetland impacts. The impacts proposed by this revision will occur as a result of above ground vegetation removal within the new ROW. Portions of wetlands within the new ROW that are currently forested will be converted to herbaceous wetlands within a 30 -foot wide area. The timbering will likely occur by hand, with mechanized equipment used to haul or drag the fallen timber to high ground. Equipment mats, timber riprap or other measures will be employed to minimize ground disturbance. It may be necessary to remove stumps in select locations in order to create a level work surface for equipment or accommodate safety. Otherwise, timber will be cut flush at ground level. The potential stream impacts identified by this revision may occur from construction of equipment crossings of the subject stream channels located within the new ROW. These crossings will likely consist of timber mat bridges that span the width of the channel, and will be removed upon completion of the timbering. Because numerous high ground ridges are located within the new ROW, revisions to the proposed project will reduce permanent wetland conversion impacts by 1.33 acre.
