Hi Lee, Thank you for the clarification on the flows. We did come across a few other items that we need addressed before we can proceed with the final review: • WQ0043780 — University Place Multi -Family Phase 1A Public o Section IX #4 was checked 'yes' for project located in buffered basin (Cape Fear -Jordan). The second part of the question was left blank. Please confirm that the project complies with setbacks found in the river basin rules per 15A NCAC 028 .0200. • WQ0043781 — University Place Multi -Family Phase 1A Private o Section V #1 & #2 we left blank/unfinished. Please confirm at least the size of the downstream receiving sewer (Ex: WQ0043780 currently has NA — 8 inch vitrified clay main installed "'1975). o Section IX #1 was left blank. Please confirm that the project complies with all separations/alternatives found in 15A NCAC 02T .0305(f)&(g) YES or NO. o Section X #1 regarding meeting 2T & MDC was selected both yes & no. Please confirm the correct answer for this question. o The FTSE flow tracking sheet provided is the same one provided with WQ0043780 (30,876 GPD) and the flow does not match the answers provided in section VI #7 & #8 (31,295 GPD). Please provide an updated FTSE that reflects the correct flow amount of 31,295 GPD. • WQ0043782 — University Place Phase 1D Private o Section V #1 & #2 was left blank/unfinished. Please confirm at least the size of the downstream receiving sewer (Ex: W00043780 currently has NA— 8 inch vitrified clay main installed —1975). ■ In Section VII #1 you state that a portion of the line will be 12". If the receiving sewer line is the same as WQ0043780 & 81 (8inch), will it have enough capacity to handle the existing flow and the new flow? o Section X #1 regarding meeting 2T & MDC was selected both yes & no. Please confirm the correct answer for this question. Please let me know if you have any questions. Zach, The flows represented in the 3 permits are all separate with no double counting. WQ0043780 and WQ0043781 look very similar because it is one building that we have basically split in half. Half of the system goes into public right of way so is an extension of the public system. The other half drains internal to the site into a private system (that is being extended) and eventually drains to the public portion. The site is very flat and the large building presented sewer depth issues. This is part of Phase 1A in the attached exhibit. WQ0043782 is a separate phase of the development, which is only retail development. This is part of Phase 1D in the attached exhibit. Let us know if you have any follow up questions. -Lee Lee Weaver PE senior technical manager, commercial mobile 919.475.3927 weaver(& m cad a msco.com 2905 Meridian Parkway, Durham, NC 27713 From: Thomas, Zachary T <zachary.thomas@ncdenr.gov> Sent: Wednesday, October 12, 2022 11:18 AM To: Todd Taylor <ttavlorOowasa.org>• Nick Parker <poarkerPowasa.or'>• jkurtzPramrealestate.corm Lee Weaver <weaverPmcadamsco.com>' Bill Derks<DerksPmcadamsco.com> Cc: Kurtz, Cassidy <Cassidv.KurtzCB ncdenr.gov>• Robinson, Jason <jason.t.robinsonCB ncdenr.gov> Subject: WQ0043780, WQ0043781, WQ0043782 University Place Multi -Family Phase 1A (Public/Private) & Phase 1D (Private) - Fast Track Sewer Applications IYou don't often get email from zacharv.thomasc@ncdencgov. Good Morning, We received three applications that appear to all be for the same project, one is public and two are private. We've done a cursory review of the applications, and we want to make sure we understand them. Our initial concern is to make sure that none of the lines and none of the flow is being "double -counted" and included in more than one application. For example, we noticed that the flow in two of the applications appears to be almost identical: • WQ0043780 — University Place Multi -Family Phase 1A Public has a flow of 30,876 GPD from 92 1-BR, 34 2-BR, and 6,362 SF retail. • WQ0043781 - University Place Multi -Family Phase 1A Private has a flow of 31,295 GPD from 93 1-BR, 34 2-BR, 3,152SF retail, and a pool. o Is this accounting for the same flow in both applications? • WQ0043782 — University Place Phase 1D Private has a flow of 1,757 GPD for 17,563 SF of retail. o Is this flow additional to the other two applications? Again, wanting to make sure that the flows are not being double counted. Please review all three of these applications and confirm that no lines or flow are double -counted and included in more than one application. We do have additional question about the application but wanted to address the flow issue first before moving forward with the rest of the application review process. Please let me know if you have any questions.
