I see what you are asking and apologize for the misunderstanding. We would need to state that the fixes the City doing are permanent bank stabilization and not temporary in our ePCN. Rip-rap would be keyed in along the base of the stream channel and continue to the top of bank. This rip-rap would not continue into the buffer and would be placed in the stream channel to stabilize it (see screenshot of work below). We would not be impacting anymore than 150 feet for stream stabilization. Please give me a call if we are missing something and how best to proceed with changing the impacts in the ePCN from temporary to permanent stream stabilization. We will pass on the note to the City of Raleigh about the geotextile in streams and wetlands being devoid of plastic. We realize this is general conditions of the WQGC4276 certificate. Rip rap is a permanent bank stabilization impact, and it is unclear if rip rap is being placed within the stream channel. Additionally, rip rap placed within the buffer for streambank stabilization for the protection of publicly owned utility lines requires a buffer authorization for greater than 150 feet of streambank disturbance. Additionally, geotextile fabric that contains plastic should not be used within streams and wetlands. It is unclear if the geotextile fabric referred to in the application contains plastic. Hi Jessica, We are working on processing the application that was submitted as a Courtesy Copy to DWR and had a couple of questions. 1. I see that 150 linear feet of temporary impacts are proposed for Streambank Stabilization, but it sounds like some permanent streambank stabilization measures, such as rip rap/boulders/rock are being proposed. Are there any permanent impacts? There are no permanent impacts as these bank stabilization measures will be used on the banks on two locations of this stream to protect the sewer manholes. We added a stream bank stabilization detail to the submittal. 2. What are the buffer impacts for the project? I don’t see any buffer impacts shown on the maps. The application states that the project will impact a “total of approximately 1,500 square feet of streambank” and it is unclear if this is stream impacts or buffer impacts. There are no trees as this site has been cleared for development prior. The impacts to the streambank would occur in the stream channel and we assessed these impacts as temporary stream impacts. See photos during the site visit in which the stream was unfortunately very silty/clayey due to other development in the vicinity not associated with City activities.
