During our preparation of the PCN, we asked the engineer the justification for this 40’ width and below was his response: You raise a good question with regards to the easement widths. If the sewer were stand alone in this area, the easement would be 30’ based on depth. The waterline is 20’. Since the two are in a shared corridor, the easement width is 40’. Note that there are no changes to the impact to waters of the US/state within this request. This modification only affects impact area #4, previously impact area #4 was “deemed allowable” so although there was an exhibit for this area, it was not quantified within the PCN application. The reason for the modification is summarized below by the project engineer. The sewer alignment is constrained by multiple factors which requires it to be exactly where it is. These factors are: * Duke Power requires sewer alignments to be as near perpendicular to the easement as possible AND also disallows any manholes within their easement. * There is an existing City of Raleigh sewer outfall that is being tied to, as well as an existing retaining wall adjacent to the sewer outfall and near the Duke Easement and minimum clearance from that wall must be maintained. Raleigh also has easement width and max depth constraints which wouldn’t allow for the outfall to be moved further uphill. Please see attached updated PCN, impact map package and exhibit showing the change in alignment. Per our previous conversation, we are anticipating that this modification was sent to you before your PCN application review and that we can keep our spot within your application review queue. We’ve got word back from Duke Energy regarding the sewer outfall across their easement and there will be some alignment tweaks required. This is a really difficult area and the solution will hinge upon what implications moving it would have on the impact permitting. This would be in Impact Area 4 on the maps.
