SUBJECT: Pipe Replacement on SR 1876 (Mt. Ruhama Church Road), Catawba
County
Dear Mr. Kichefski:
The North Carolina Department of Transportation requests authorization to replace a
deteriorating pipe on SR 1876 (Mt. Ruhama Church Road) in Catawba County. NCDOT
proposes to replace the existing 40-foot long 112" x 75" CMAP with a 40-foot long 117" x 79"
CMAP with five feet of riprap for inleUoutlet structure stabilization. A shallow scourhole is
locaYed at the outlet of the existing pipe; therefore, the one foot pipe burial is based upon the
natural streambed elevation directly downstream of the scourhole. A temporary cofferdam
pumping system will be used to divert the stream around the construction site as needed. The
scope of the work involves 10 feet of permanent impacts to an unnamed tribuYary Yo Maiden
Creek, which is classified as Class W S-II; HQW Waters by the Division of Water Resources.
The project is not located wiYhin % mile of any criYical watershed area nor is SR 1876 a rural or
urban arterial; therefore, hazardous spill basins are not required. Enclosed is Yhe hazardous spill
basin checklist. This office has conducYed a GIS and field survey for the project for historical
sites and threatened/endangered species sites. No sites listed on the National Register of Historic
Places are located in the vicinity of the project nor did there appear to be any eligible structures.
This office has conducted a GIS and field survey for the project threatened/endangered species.
The Division 12 Environmental Office conducted a tt�reatened/endangered species survey on
November 21, 2014. The federally listed species far Catawba County (USFWS listed dated
November 04, 2014) include the Dwarf-flowered Heartleaf (Hexastylls nan�ora) and the
Schweinitz's sunflower (Helianthus schweinitzii). Natural Heritage Program records document
the nearesT Dwarf-flowered Heartleaf location appro�xnately A.8 miles north of the proposed
project azea. The heartleaf is usually found on dry to moist ravine slopes (usually north facing and
of the oak-hickory-pine forest type) and in boggy areas near springheads. The project area has no
steep slopes and is heauily wooded and there is little potential habitat within the proposed project
area and no species were observed during the site visit. No impact on this species is anticipated.
Natural Heritage Program records docuxnent the nearest Schweinitz's sunflower location
approximately 20.8 miles southeast of the proposed project area. The sunflower is usually
found in upland open areas protected from shade or excessive competition. There is no

suitable habitat located within the project footprint and no species were observed. No
impact on this species is anticipated.

The purpose of the proposed work is to replace the deteriorating culvert for the safety of the travelling public.

The North Carolina Department of Transportation requests authorization to replace a deteriorating pipe on SR 1876 (Mt.
Ruhama Church Road) in Catawba County. NCDOT proposes to replace the existing 40-foot long 112" x 75" CMAP with
with a 40-foot long 117" x 79" CMAP with five feet of riprap for inlet/outlet structure stabilization. A shallow scourhole is
located at the outlet of the existing pipe; therefore, the one foot pipe burial is based upon the natural streambed elevation
directly downstream of the scourhole. A temporary cofferdam pumping system will be used to divert the stream around
the construction site as needed. All areas affected by temporary cofferdam system will be restored to pre-project
conditions. All Best Management Practices will be utilized during the course of the project. The Project will be
constructed using typical heavy equipment (trackhoe, backhoe, etc.)
