This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0033782. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". Over the review period Four Notice of Deficiencies, One Notice of Violation and One Civil Penalty Assessment was issued to the facility. The current permit is set to expire on March 31, 2023. A renewal application has been submitted and the existing permit will remain effective until a new permit is issued. On April 7, 2022 the greenhouse cover was destroyed when a storm producing a tornado passed through. Gates County Schools has been in contact with Bob DeWeese (Department of Public Instruction) to see if the recirculation sand filters will operate efficiently with no cover. The estimate to replace the cover is $75,000. The school has been in Compliance with permitted limits since the cover has been destroyed. One potential issue with not adding the cover back is the permitted weekly flow limit of 5,000 gallons per day. Rain will add hydraulic flow to the system which could potentially violate the NPDES permitted weekly flow limit.
