The proposed project is a 330-unit apartment community in Charlotte, NC. Charlotte will be accepting the sewer
flows from this project. The proposed private sewer collection system will have an 8" gravity main with 6" or 4"
service lines extending to each building respectively. The proposed private sewer collection system will be built in
one phase.

After analysis of the sanitary sewer associated with the proposed design of project, 20218719,
PROSE RHYNE ROAD, it was determined that there is sufficient capacity to accommodate the
proposed sewer flow of 47,060 gallons per day (336 units x 135 gpd/unit; 170 persons x 10
gpd/person) at the connection point(s) indicated on the submitted utility plan for transmission to the
McAlpine Creek Wastewater Treatment Plant; NPDES permit number NC0024970, for treatment.
This acceptance of flow is based upon the existing capacity of the designated publicly owned
treatments works.
Please see attached NCDEQ-FTSE form.
Charlotte Water (CLTWater) agrees to furnish water to the subject project. The water quality to the
subject project is regulated by the State Drinking Water Act Amendments of 1986 and The Water
Supply Management Plan, PWS ID # 0160010 on file with the Public Water Supply Section of
NCDEQ. However, CLTWater cannot guarantee a constant pressure or quality of flow.
The applicant should understand that due to the involvement of other agencies and continuing
growth of the water and sewer system, the ability to provide service for future projects cannot be
guaranteed nor reserved. Connection to the CLTWater and sewer system is accepted on a first
come, first served basis.
The applicant should understand that this letter is not authorization to construct or extend private
water or sewer systems, as the appropriate local or State permits are required prior to construction.
If the appropriate authorization to construct permits are not obtained and construction has not
started within two (2) years of issuance of this flow acceptance, and payment for any service
connections have not been received within two (2) years of issuance of this flow acceptance letter,
this flow acceptance approval shall be rescinded and a new flow acceptance request must be made.

Keri Cantrell certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to cause any
capacity related sanitary sewer overflows or overburden any downstream pump station en route to the
receiving treatment plant under normal circumstances, given the implementation of the planned
improvements identified in the planning assessment where applicable. This analysis has been performed
in accordance with local established policies and procedures using the best available data. This
certification applies to those items listed above in Sections I and II plus all attached planning assessment
addendums for which I am the responsible party. Signature of this form certifies that the receiving
collection system or treatment works has adequate capacity to transport and treat the proposed new
wastewater.

PLANNING ASSESSMENT ADDENDUM (PAA)

a. The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for
10.6 % and 0.76 MGD of the Available Capacity (E) in Pump Station
Long Creek and Paw Creek ; and that
b. The rate of activation of this obligated, not yet tributary capacity is currently approximately
0.76 MGD per year; and that
c. A funded Capital Project that will provide the required planned capacity, namely
Stowe Regional Water Resource Recovery Facility is in design or under construction with
planned completion in 2025 ; and/or Paw Creek FM Replacement - 2022

Charlotte Waters Capital Improvement Plan has allocated funds for improvements to the Paw Creek Pump Station Improvements and a new Stowe
Regional Water Resource Recovery Facility ("Stowe Regional"). The design plan is for Stowe Regional to use the Long Creek Pump Station (LCPS)
to house the second stage pumps of its influent pump station. In the short term, LCPS wit also continue to house pumps which export flow to Paw Creek PS
("Paw Creek export pumps'). Currently LCPS has 8 MGD of export capacity, which will be increased to 12 MGD (firm) by the end of 2023.
Stowe Regional is under design and expected to come online in 2025. Before Stowe Regional is brought online, a new headworks and Influent Pumping Station
building will be constructed adjacent to the LCPS, which will house the first stage influent pumps for Stowe and be the Paw Creek export pumps.
Currently, Long Creek and Paw Creek operate as a combined system with the Long Creek pump station able to transfer flows to flow equalization
tanks during peak flow events and then meter out flow to Paw Creek as conditions allow.
Paw Creek Pump Station was awarded a permit on 8/27/2020 to increase firm pumping capacity to 20 MGD. Construction on this project has begun,
and this project is anticipated to be substantially complete mid -April 2022.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to allow
this flow to be permitted, without a significant likelihood of over -allocating capacity in the system
infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal
system.

The Limited Liability Company Agreement of the Company provides that the Company is

The Limited Liability Company Agreement of Alliance provides that Alliance is managed

managing member of the Company.
