RE: Compliance Evaluation Information Resubmittal Baxter Healthcare, North Cove Steam Generation Plant Permit No.WQ0010689 Dear Ms. Price, This is a response regarding your letter to Baxter Healthcare dated June 30, 2014 requesting corrected information for our 2013 Ash Distribution Program Report. 1. Attached is the 2013 Ash Inventory demonstrating our scrubber pond cleaning schedule. Samples taken from the North Scrubber Pond were mistakenly referenced on the chain of custody as being from the South Scrubber Pond (1 WBSP4413). This caused the analytical results received on April 4, 2013 to be misidentified; these results (1WBSP4413) are in fact for material taken from the North.Scrubber Pond. 2. Attached are updated Ash Distribution Information Sheets signed by all current ash recipients dated 2014. If you have any questions or require additional information, please contact me at 828-756-6017 or michaelpisarik@,baxter.com. Sincerely, G Michael J. If such a liner/cover is provided, ash shall not be placed within 25 feet of any water supply well or spring. • The ash shall not be applied to any site that is flooded, frozen, or snow-covered. A summary of the ash chemical analyses is located on. page 2 of the information sheet. Detailed laboratory results are available upon request. Title to the ash will transfer from Baxter Healthcare, Corp to Recipient upon delivery thereof. ND - Not Detected at or above adjusted reporting limit. J - Estimated concentration above the adjusted method detection limit and below the adjusted reporting limit. MDL -Adjusted Method Detection Limit. PRL - Pace Reporting Limit. RL Reporting Limit. S - Surrogate 1,2-Diphenylhydrazine (8270 listed analyte) decomposes to Azobenzene. Consistent with EPA guidelines, unrounded data are displayed and have been used to calculate % recovery and RPD values. LCS(D) - Laboratory Control Sample (Duplicate) MS(D) - Matrix Spike (Duplicate) DUP - Sample Duplicate RPD - Relative Percent Difference NC - Not Calculable. SG - Silica Gel - Clean -Up U - Indicates the compound was analyzed for, but.not detected. N-Nitrosodiphenylamine decomposes and cannot be separated from Diphenylamine using Method 8270. The result reported for each analyte is a combined concentration. Acid preservation may not be appropriate for 2-Chloroethylvinyl ether, Styrene, and Vinyl chloride. Pace Analytical is TNI accredited. Contact your Pace PM for the current list of accredited analytes. TNI - The NELAC Institute.
