Please note that the proposed project does not require written concurrence from NCDWR, and this application is being provided as a courtesy. The project is X10 acres in size and is located at 5112 Carolina Beach Road in Wilmington, New Hanover County (Latitude: 34.144645 °N; Longitude: - 77.903162 °W). The project is located in the Cape Fear River basin (HUC 03030005) and onsite waters drain to Mott Creek. The Water Quality Classification for Mott Creek is C; SW and the Stream Index Number is: 18 -82. Proposed Project The proposed project consists of the construction of a self - storage facility, containing two climate controlled buildings, four covered boat/RV storage buildings, roads, parking, utilities and stormwater management. The proposed project represents an expansion of the existing Monkey Junction Self - Storage facility. Project History Ms. Emily Hughes with the Corps of Engineers conducted a field verification of the wetland delineation on November 6, 2014. We are requesting issuance of the Preliminary JD in conjunction with issuance of the NWP. Proposed Impacts The proposed impacts consist of 0.05 acres of permanent wetland impacts for construction of the wetland detention BMP which will provide stormwater treatment for the proposed project. Avoidance and Minimization Prior to site plan design, the applicant requested that a detailed wetland delineation be conducted to identify the jurisdictional wetlands within the proposed project. 1410 Commonwealth Drive I Suite 1011 Wilmington, NC 28403 1 tel: 910.256.9277 1 fax: 910.256.2584 www.withersravenel.com I License No. C -0832 AMJB Properties Storage Expansion — NWP 18 PCN Due to the linear orientation of the property, design options for a feasible were limited for this site. The site plan has been designed to completely avoid impacts to the high quality wetlands adjacent to Mott Creek in the southern portion of the site. The 0.05 acre wetland proposed to be impacted was historically disturbed when it was utilized as a dump site for appliances, car parts and general domestic refuse. Also, this wetland is small in size, and is a depressional wetland with no direct hydrologic connection to the larger, contiguous wetlands to the south. The BMP could not be relocated any further east due to zoning setbacks. The only alternatives for avoiding impacts to the 0.05 acre depressional wetland would be to eliminate a building for the relocation of the BMP, or to design the BMP around the wetland using retaining walls. Due to the land purchase cost, as well as construction costs, the loss of one of the buildings would render the project financially unfeasible. Therefore, the proposed project has been designed to minimize wetland impacts to the greatest extent possible while maintaining a feasible project. Mitigation Since the proposed impacts are less than 0.10 acres, the applicant does not propose mitigation. The current request is for 0.05 acres of permanent impacts to jurisdictional wetlands (see the attached maps and PCN for details).
