PROJECT SUMMARY: The applicant proposes to construct a 24-lot residential subdivision including roads and utilities. Martin Baum Page Two 9. PROJECT DESCRIPTION Stroud Engineering, P.A., representing Martin Baum, has requested that the attached application be processed under the Express Permit Review Program. The applicant's project is located along Russell Creek Road, adjacent to Ware Creek and the Newport River, in Beaufort, Carteret County. To find the property, take Highway 70 east from Kinston to the Town of Beaufort. Travel north, approximately 3.0 to 4 miles, from the intersection of Highway 70 and Highway 101. Turn left onto Russell Creek Road and the property will be located on the left hand side of the road, adjacent to Ware Creek. The subject property is bordered by residential and agricultural properties. The subject property is approximately 27.07 acres with roughly 1,600' of shoreline along Ware Creek (the southern property line. The site is currently undeveloped with the exception of a small cemetery, located in the southeast corner of the property. Elevation at the site ranges from 5' to 6' above Mean High Water (NIIIW). High-ground vegetation on the tract consists primarily of Long Leaf Pines, Live Oaks, Sweet Gums, Cedars and Red Maples. Understory vegetation includes Wax Myrtles, Yaupons, and Red Bays. Transitional species, including: Sea Oxeye (Borrichia frutescens), Common Reed (Fragmites australis) and Grounsel-bush (Baccharus halimi olia) are located along the upper edge of the coastal wetlands. High coastal marsh vegetation, including, Black Needle Rush (Juncus roemarianus), Spike Grass (Distichlis spicata), and Salt Meadow Grass (~artina patens) complete the transition to the waters edge where Smooth Cordgrass Marsh (Spartina alterniflora) is the predominant species. -`= The waters of Ware Creek, adjacent to the project site, are classified as SA by the North Carolina Division of Water Quality. The area is designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. According to the Division of Environmental Health, Shellfish Sanitation Section, the waters of Ware Creek are conditionally OPEN to the harvesting of shellfish. PROPOSED PROJECT The applicant proposes to construct a 24-lot residential subdivision including roads and utilities. Starting from Russell Creek Road and working south towards Ware Creek, the applicant proposes to construct Bridgewater Drive (an entrance/exit drive). Bridgewater Drive would enter the property from Russell Creek Road and extend towards the south before terminating at the intersection of Ware Creek Lane. Ware Creek Lane would run perpendicular to Bridgewater Drive and extend towards the west and east. The proposed asphalt roads would be located within a 60' right-of--way and would consist of 20' paved asphalt travel lanes with 6' borders on each side. The applicant is also proposing to grade several areas within the property boundaries to create four (4) swales, with sediment traps and check dams, for the collection and diversion of stormwater run-off. The associated grading and construction of one of the swales, which is located within the 75' Area of Environmental Concern (AEC), in additional to the requirements for obtaining State Stormwater and Sedimentation and Erosion Control approval, requires this prof ect to be reviewed under the CAMA Maj or development process. Outside of the proposed swales, temporary sediment traps and check-dams, no other structures would be located within the 75' AEC. According to the application, no structures are proposed within the 30' coastal shoreline buffer. The applicant has indicated that water and sewer would be provided by on-site systems. The applicant submitted an Express Low-Density Stormwater Permit application to the North Carolina Division of Water Quality. The Express Stormwater permit was issued on 6/08/05, under project number SW8050605. The applicant has also submitted, and obtained approval of a Sedimentation and Erosion Control Plan (SECP) from the Division of Land Quality. The plan was approved on 6/07/05, and was issued under Carte-2005-362. 10. ANTICIPATED IMPACTS: The initial grading of the property would result in the disturbance of approximately 7.0 acres (304,920 sq. ft.) of high ground. The proposed road would result in the creation of approximately 50,174 sq. ft. of impervious coverage. No impacts are proposed within the 30' coastal shoreline buffer, "404" type wetlands, coastal wetlands or surface waters. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. • An accurate, dated work plat (including plan view and cross-sectional drawings) drawn to scale in black ink on an S 1/2" by 11" white paper. (Refer to Coastal Resources Commission Rule 77.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.)
