PROJECT SUMMARY: The applicant is proposing to construct a public park and transient docking facility with boat basin excavation Holden Beach Tower Park Page Two 9. PROJECT DESCRIPTION The applicant's property is located at 110 Rothschild Street adjacent to the Atlantic Intracoastal Waterway (AIWW) in the Town of Holden Beach, Brunswick County Directions from the Holden Beach Bridge areas follows turn right at the stop sign after crossing the bridge, make the first right turn onto Rothschild Street, travel approximately 0 10 miles past the water tower The project site will be located on the right side of the road The project site is bordered by the waters of the AIWW to the north, residential properties to the east and west and Brunswick Avenue property to the south The project site is comprised of three parcels totaling approximately 15 acres in size The site is vegetated primarily with lawn grasses and landscaped vegetation The elevation of the tract ranges from 4 -10 feet above mean sea level The shoreline of the site has been stabilized with a bulkhead and coastal wetland vegetation is present water ward of the existing bulkhead The coastal wetland vegetation consists primarily of Smooth Cord Grass (Spartina alternifloro) and Salt Meadow Hay (Spartina patens) The coastal wetland vegetation ranges from approximately 50 -90 feet in width The site is a partially developed Town park with a playground, bocce ball courts and unimproved parking areas (see Sheet Cl) The Tower Park project received a Sedimentation and Erosion Control permit (BRUNS 2014 -023) from the Division of Energy, Mineral and Land Resources A State storm water permit (SW8131216) was obtained from the Division of Water Resources CAMA General Permit #63252D authorized the existing bulkhead The waters of the AIWW are classified as SA by the North Carolina Division of Water Resources and are open to the harvest of shellfish and the waters of the AIWW are classified as SB This area of AIWW is NOT designated as Primary Nursery Area The entire property lies within the jurisdictional limits of the Town of Holden Beach 10. PROPOSED PROJECT The applicant is proposing to construct a public park and transient docking facility with boat basin excavation The proposed public park component would consist of two parking areas, a multi- purpose court and two bocce ball courts on the high ground of the project site A playground, picnic shelter, restrooms, access walkway and portion of the parking area are proposed within the Estuarine Shoreline Area of Environmental Concern (AEC) The proposed transient docking facility would originate from the north east corner of the project site The proposed docking facility would have a 6 feet wide access pier extending water ward from the bulkhead over the marsh for a distance of approximately 55 feet The access pier would continue over open water for an additional 20 feet where it would terminate at an access ramp extending to the east The proposed access ramp would extend to a floating dock measuring approximately 6 feet in width by 10 feet in length This floating dock would be oriented parallel to the shoreline and would be connected to a floating dock measuring approximately 6 feet in width by 90 feet in length which would also be oriented parallel to the shoreline The proposed transient floating dock system has been designed to be located within the federal channel with the associated anchor pilings to be located outside of the federal channel setback The proposed transient floating dock system would provide dockage for three (3) vessels (see Sheet C4) The applicant is also proposing to excavate a boat basin in the location of the proposed floating docks As proposed the boat basin would be slightly irregular in shape and would have an average width of 50 feet and an average length of 150 feet (see Sheet C4) The proposed boat basin would include the excavation of approximately 12 square feet of coastal wetlands As proposed, the boat basin would be excavated to a final depth of -6 feet at Mean Low Water The applicant is proposing to place spoil material on the Town owned Hoiden Beach Tower Park Page Three disposal area located at the end of Scotch Bonnet Street, also known as DA290 The proposed spoil disposal area would measure approximately 100 feet in width by 100 feet in length 11. ANTICIPATED IMPACTS: As proposed, the public park would result in approximately 2,070 square feet of impervious surfaces within the Estuarine Shoreline AEC With the exception of the proposed 4 feet wide walkway to the access pier, no portion of the proposed development would be located within the 30 foot Coastal Shoreline Buffer AEC (see Sheet Cl) As proposed, the docking facility would extend approximately 30 feet into a water body that measures approximately 300 feet in width The proposed docking facility would not extend into the channel portion of the water body and would be located within the federal channel setback with the proposed anchor pilings for the floating dock outside of the setback The proposed docking facility would incorporate approximately 720 square feet of Public Trust Area and Estuarine Waters AECs The proposed docking facility would result in the shading of approximately 330 square feet of Coastal Wetlands Areas of Environmental Concern As proposed, the docking facility would not exceed the % of the width of the water body, not exceed the established pier head line, nor encroach into the channel portion of the water body The proposed docking facility would not encroach into either 15 foot adjacent riparian property owner setback As proposed, the docking facility would provide mooring for three (3) vessels The proposed docking facility would be located approximately 89 feet from the adjacent docking facility to the east As proposed, the boat basin excavation would result in the disturbance of approximately 6,132 square feet of shallow bottom habitat The applicant is proposing to excavate approximately 12 square feet of coastal wetlands associated with the boat basin, however additional impacts can be expected due to sloughing during and after dredging As proposed, approximately 1,000 cubic yards of material would be excavated to a final depth of- 6 feet at MLW The applicant is proposing to disturb approximately 10,000 square feet of high ground disposal area (DA290) Minor increases in turbidity can be expected during construction Submitted by Holley A Snider Date- November 26, 2014 Office Wilmington DESIGN NARRATIVE FOR TOWER PARK FOR THE TOWN OF HOLDEN BEACH 110 ROTHSCHILD STREET HOLDEN BEACH, BRUNSWICK CO., N.C. General Information a Tower Park b 119 Davis Street, Holden Beach, NC c 1 82 Acres on Project Site d 1 4 Acres to be Disturbed for this project e Wetlands 1 Coastal Wetlands do exist on the site and shown on plans 2 No wetlands will be impacted by this project f Ownership — Town of Holden Beach 110 Rothschild Street Holden Beach, NC 28462 g Description of Development The project is construction of a new recreational park facility There will be a picnic shelter, restroom building, bocce court, multi- purpose court, playground, docking facilities, and two parking areas The total impervious amount includes all of the proposed development on the site To treat all of the proposed impervious areas, infiltration devices will be constructed to prevent runoff to the adjacent SA waters of the ICWW The docking facility is for 3 transient boat slips 30' in length A six foot wide wooden pier will be constructed from the land side out to an aluminum ramp The ramp will go down parallel to the floating dock to a 6' x 10' landing Wood pilings will anchor the floating docks Dredging of existing material will be required to achieve -6' of depth at mean low water A vinyl sheetpile bulkhead will be installed 1' inside the mean high water line along the full ICWW frontage of the property 1 Previous or Existing Permits — none 2 Tax parcel ID Number— 232NB009, 232NB011, and 232NB005 Pre -1988 Built Upon Area, If Applicable — None in this project This project will be phased Sewer for the site is existing municipal Water supply is existing municipal system No historic sites exist within the project There are no non - compliance issues known 2. Stormwater Information a This project drains to the ICWW, SA waters Classification #15 -25 b The project will be designed to NCDENR high density standards The overall BUA percentage will be 34 3% c Total proposed impervious for the project to be 26,916 square feet d Treatment will be by infiltration basin and infiltration trenches e All of the impervious runoff will be treated by infiltration f A 50' buffer from the Mean High Water line of the SA waters is provided g CAMA permits will be required h No off site runoff will be coming into this project RECEIVED DCM WILMINGTON, NC Tower Park A 9 ? ;14 August 2014 The driveways will be connected to Davis Drive, Rothschild Street, and Brunswick Street Seasonal High Water Table investigation was conducted by ECS and the soil report is included with this narrative 3. Site Description: The project site is in Brunswick County, NC New construction onsite will consist of a cul -de -sac road, two parking areas, multi- purpose court, bocce court, picnic shelter, restroom building, pier, transient dock, and sand playground The infiltration basin is located around the cul -de -sac area while all of the other impervious areas will have infiltration trenches The proposed restroom building site and picnic shelter will receive structural backfill to raise the finish floor level accordingly to accommodate for necessary slope within the collection system Land use in the vicinity is primarily residential with some commercial 4. Proiect Need: The Town of Holden Beach is a great family beach that promotes tourism as its biggest benefit Providing a park with a transient docking facility would continue to promote tourism and provide a boost to economic development The transient boat docking facility would also provide a harbor of safe refuge for these transient non- trailerable vessels from the ocean seas Its location along the ICWW and being approximately 1 5 miles from Lockwood Folly Inlet is beneficial to these transient vessels There are transient docking facilities along the ICWW, but most are clustered around Southport which is 16 nautical miles away There is only one between Holden Beach and the South Carolina State line So there is need to provide more along the 15 miles between Holden Beach and South Carolina Plus the nearest sewer pump out availability is approximately 9 miles away at St James Marina Providing a sewer pump out at this proposed facility would fill a great need The proposed design will provide for 3 slips of 30' in length that will be parallel to the Intracoastal Waterway Since the dock will be parallel to the waterway, multiple slips could be used by one vessel essentially making a 90' slip available making it the second longest docking possibility within 60 nautical miles The docking facility will be on Holden Beach property that also has on it a water tower and Town Hall building (housing the Police force) and is served by four security cameras contributing to boater safety and security At this Tower Park site the Town of Holden Beach is planning the construction of a restroom facility which will also provide a boater bath house that will have two restrooms with showers The shower portion will be locked and boaters can gain key code access by registering at the Town Municipal Building The locked area will also provide a washer and dryer for laundry of the boaters RECEIVED DCM WILMINGTON, N( Tower Park August 2014 IA U C, 0, 8 2 0 i4 There are great amenities that Holden Beach has to offer The natural beach has been its drawing power for decades With healthy turtle habitat and a thriving association that helps to protect them, the turtle sanctuary has been a big hit with tourists for years There are restaurants, shops, municipal parks, beach accesses, and a post office all within walking distance of the proposed facility Within a short driving distance of using the "Rent -a- wreck" program, there are marine supply stores, hardware stores, grocery, and pharmacies available A "Shore to shopping" program will also be available to boaters that need supplies delivered directly to their vessel at the dock Transient boaters bring with them specific needs as they are traveling Pedestals are needed to provide electrical and water connections to the boaters These essential amenities are considered a basic attraction for boaters and have been mentioned on numerous occasions as needed at the Town of Holden Beach docks Boaters will also need information about the Town of Holden Beach, such as information on local retail and eateries, medical services, and boater amenities (where to fuel up or have boats serviced) Many of the transient boaters depend on computer access for weather updates, communication with other boaters and the Town of Holden Beach, news, emergency notifications, etc Therefore, the Town of Holden Beach would like to provide a wireless modem connection for their use when in dock Along with electricity, this is the one amenity most boaters request Many boaters are traveling for weeks at a time and need contact for various reasons This would also be an additional means to promote the Town and support the economy The boaters can get useful information from the Town of Holden Beach and the Brunswick County Chamber of Commerce websites 5. Objectives The Town of Holden Beach project seeks to accomplish the following objectives ➢ Provide dock capacity at the Town of Holden Beach waterfront along the ICWW with the construction of nine transient slips ➢ Provide dock amenities at the Town of Holden Beach waterfront to include Electricity Water ® Wireless Computer Connection o Sewer Pump -out Restroom /Shower Availability ➢ Increase transient boater visits to the Town of Holden Beach and area marinas to promote economic development 6. Expected Results and Benefits The expected result of this project is an increase in transient boater traffic that will translate into a boost in the local economy With the increase in boaters, the shops in Town will realize an increase in business Employment opportunities would increase which would have a mayor impact on the economy of the area Area marinas and boat businesses would also benefit from the additional boating traffic A close relationship between the Town and these businesses provide partnerships that benefit the transient boaters, as well as, the Town and local businesses A "Shore to Shopping" program RECEIVED DCM WILMINGTON, NC Tower Park 4, - i �' e; i 2014 August 2014 would provide opportunities for additional sales at the local Food Lion which equates to additional employees, most who come from the local area Boaters will, many times, return by car to stop and spend time and money The construction of the docks will help develop the Town of Holden Beach as a destination point for both boaters and vehicular traffic The Town will also develop a "Rent -a- wreck" program that will purchase a government surplus vehicle to be available for rent by transient boaters This vehicle will allow the boater-to drive ashore to get supplies, eat at restaurants, get needed prescriptions at the nearby Walgreen pharmacy, or even venture over to the golf course of choice The vehicle will be kept at the Town Hall which is only steps from the dock There are numerous amenities and links to local, regional and national points of interest from this proposed dock location Below are some benefits that the Town and guests could experience as a result of this project being constructed 1) Link to Destinations • The proposed project will provide significant Inks to the beautiful beaches as close as 500 feet of the docking facility • Harbor of safe refuge will be provided being so close to the Lockwood Folly Inlet and Shallotte Inlet • Post Office within walking distance of the dock to purchase stamps, send mail, and even receive general delivery • Close proximity to other recreational areas, restaurants, and National Historical Landmarks • Significant location to provide services approximately at a mid -point between Historic Southport and the South Carolina State line 2) Access to Opportunities • Local opportunities to experience are the Olden Holden Bike Tour, Turtle Talk, natural beachfronts, parks, postal services, and numerous golf courses • Regional opportunities available are the Ingram Planetarium, Museum of Coastal Carolina, Green Swamp Preserve, extensive golf course offerings, and several vineyards /wineries • National opportunities of significance in the area are the LISS Battleship NC, Oak Island Lighthouse /Lifesaving Station, Fort Fisher Civil War Site, Brunswick Town, and Historic Southport 3) Economic Impact • Transient boaters docking in Holden Beach will help the local tourism industry Docking fees will be approximately at a rate of $2 60 per linear foot per night for a total for a 30' slip to be $78 per night, dinner for two costs roughly $50, car rental $30, a grocery stock up could be $200, and marine supplies /services could be another $200 Each boater stop alone could contribute $540 per day of stay • At 10% capacity an economic benefit of $177,390 per year could be realized RECEIVED DCM WILMINGTON, NC Tower Park A h b, fy 8 2014 August 2014 7. Environmental Impacts The project will disturb approximately 1 4 acres of land along the ICWW which will comply with the NCDENR requirements of the Sediment Erosion Control rules Approximately 25,796 square feet of impervious surface is proposed on this site of which all will be controlled with applicable infiltration BMP's as required by the issued NCDENR permit There will be no impervious areas constructed within 50' of the mean high water line Approximately 12 square feet of coastal marsh will be impacted by the dredging for the dock facility The location of the docks and dredging have been designed to minimize that impact, but could not be fully avoided 8. Adiacent Property: The properties adjacent to the site are residential multi - family and the town hall administration building 9. Erosion Control Considerations: The following erosion control measures are used on this project Temporary Gravel Construction Entrance /Exit To prevent sediment from leaving the site, temporary gravel construction entrance should be installed where Road enters the site For dimensions and specifications, see construction details 2 Land Grading The existing slope of the site is from south to north toward Sturgeon and Brunswick River Roadways to be sloped to follow with natural grades 3 Silt Fence Silt fence should be installed prior to clearing and grading activities Silt fence should be checked routinely If needed, silt fence should be cleaned and replaced if damaged See Construction Detail for dimensions and specifications 4 Sediment Basins During construction, the infiltration basin will be used as a sediment basin to prevent disturbed areas from exiting the site Also, a temporary sediment basin will be constructed at the low point of the site adjacent to the picnic shelter to prevent sedimentation leaving the site at the road /waterway 10. Construction Schedule: 1 Obtain plan approval and other applicable permits 2 Hold pre - construction meeting at least one week prior to beginning construction 3 Install temporary construction entrance /exits WM WILMINGTON, NC Tower Park August 2014 4i� 4 Before clearing and grading of the site, install silt fencing and clean and replace as necessary 5 Begin clearing and grading of the site 6 Construct sediment basin /wet detention pond for construction phase activities 7 Fill site as needed to accomplish finish grades 8 Install storm infiltration trench piping and catch basins 9 Install new roadway 10 All erosion and sediment control practices will be inspected bi- weekly and after each rainfall event Needed repairs will be made immediately 11 After the entire covered area is stabilized, install level spreaders outlets into virgin material keeping check dams upstream After completed, all temporary measures will be removed and permanent vegetative repairs to be completed 11. Vegetation Plan: 1 After complete stabilization of the entire covered area, top cover soils will be roughened by making 1 " -2" deep grooves perpendicular to the slope 2 Spread lime (agricultural limestone) evenly over the area at a rate of 1 5 tons /acre, spread 10 -10 -10 fertilizer at a rate of 1000 lb/acre and incorporate into the top 6" of soil 3 Loosen surface prior to applying seed 4 Broadcast seed at recommended rates 5 Rake seed into the soil and lightly pack to establish good contact 6 Mulch with 4000 lb/acre grain straw or equivalent and anchor by weighted farm disc set nearly straight or other mulch anchoring tool 7 Mow as needed and refertilize in late winter or early spring by topdressing with 10- 10-10 fertilizer 8 Graded surfaces shall not be exposed without grass coverage for more than 15 days If grades are not complete and exposure is more than 15 days, temporary seed with rye grain at 50 lb/acre 12.
