The existing culvert is not sufficient size to provide adequate conveyance and overtops the driveway during larger storm events. Stormwater from smaller storm events have velocities greater than can be managed by the existing outlet protection. This has created an emergency safety issue as the pavement above the culvert is failing. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project proposed to replace an existing 36" RCP with two 42" pipes that are 56 feet long. Temporary coffer dams and a pump around will be used to allow the culvert installation to occur in the dry. Outlet protection in the form of a riprap pad is proposed. All riprap will be countersunk so that the top of the riprap is flush with the stream bed. Total proposed permanent stream impacts are 31 LF (125 SF) for culvert installation. Total proposed permanent no loss impacts due to the riprap dissipater pad are 35 LF (154 SF). Total proposed temporary stream impacts for dewatering are 10 LF (40 SF). A Riparian Buffer Authorization is also being requested. Project Purpose and Location The purpose of the project is to replace an existing 36" RCP with two 42" pipes that are 56 feet long. This has created an emergency safety issue as the pavement above the culvert is beginning to fail. The +/-2.26-acre Site (NC PIN: 0880-83-3351) is located at 11717 Appaloosa Run East in Raleigh, Wake County, NC. The coordinates of 35.9568°N, 78.7014°W generally correspond to the center of the Site. The Site is located within Upper Barton Creek watershed of the Neuse River Basin. Project Detail The project proposed to replace an existing 36" RCP with two 42" pipes that are 56 feet long. Temporary coffer dams and a pump around will be used to allow the culvert installation to occur in the dry. Outlet protection in the form of a riprap pad is proposed. All riprap will be countersunk so that the top of the riprap is flush with the stream bed. The pavement above the work area will be replaced after installation of the new pipes. In the NCNHP database report dated October 5, 2022, there are no threatened or endangered species on or within 1.0 mile of the Site. IPaC lists four T&E species, one Candidate species, and the bald eagle as being potentially present on the Site. No habitat for Neuse River waterdog or Carolina madtom is present on the site due multiple pipes and a dam that the Stream SA passes through before reaching Upper Barton Creek. Habitat for red -cockaded woodpecker is not present on the site due to lack of older pine stands with open understory. Habitat for Michaux's sumac is not present as the site is either forested or maintained as part of a residential lawn. Habitat for the monarch butterfly is present on the site. Suitable foraging habitat for bald eagle is present within 1.0 mile of the site; however, no evidence of bald eagles was present on the site. The Site is not listed as a historic property or within a historic district. No historic structures were found on the Site. Four historic properties were identified within one mile of the Site. These properties are designated as either "Surveyed Only (SO)" or "SO -Gone." 11717 Appaloosa Run East Page 1 of 2 Project History The Site contains an existing single-family residence with a driveway connection to Appaloosa Run East. Vegetative composition of the forested areas includes a combination of pines and hardwood species in the higher stratum, and shrubs, vines, and herbs, occupying the remaining strata. A portion of the lot is maintained as a lawn. Land use in the vicinity includes suburban residences and neighborhoods. A wetland, stream, and riparian buffer delineation was performed on the Site by Sage Ecological Services, Inc. (Sage) in August 2022. A preliminary jurisdictional determination request is being submitted with this application. Project Impacts Total proposed permanent stream impacts are 31 LF (125 SF) for culvert installation. Total proposed permanent no loss impacts due to the riprap dissipater pad are 35 LF (154 SF). Total proposed temporary stream impacts for dewatering are 10 LF (40 SF). If your project has the potential to disturb or kill eagles, you may need to obtain a permit to avoid violating the Eagle Act should such impacts occur. Proper Interpretation and Use of Your Migratory Bird Report The migratory bird list generated is not a list of all birds in your project area, only a subset of birds of priority concern. To learn more about how your list is generated, and see options for identifying what other birds may be in your project area, please see the FAQ "What does IPaC use to generate the migratory birds potentially occurring in my specified location". Please be aware this report provides the "probability of presence" of birds within the 10 km grid cell(s) that overlap your project; not your exact project footprint. On the graphs provided, please also look carefully at the survey effort (indicated by the black vertical bar) and for the existence of the "no data" indicator (a red horizontal bar). A high survey effort is the key component. If the survey effort is high, then the probability of presence score can be viewed as more dependable. In contrast, a low survey effort bar or no data bar means a lack of data and, therefore, a lack of certainty about presence of the species. This list is not perfect; it is simply a starting point for identifying what birds of concern have the potential to be in your project area, when they might be there, and if they might be breeding (which means nests might be present). The list helps you know what to look for to confirm presence, and helps guide you in knowing when to implement conservation measures to avoid or minimize potential impacts from your project activities, should presence be confirmed.
