Dear Ms. Higgins and Mr. Bailey:
On behalf of Piedmont Natural Gas (PNG), S &ME, Inc. (S &ME) hereby submits this
Pre - construction Notification (PCN) for temporary stream and wetland impacts, along
with riparian buffer impacts, in connection with the above - referenced project. The
project entails replacement of a circuitous segment of natural gas pipeline with a shorter,
straight segment of pipe by horizontal direction drill (HDD). Construction of the new
pipeline segment will involve removal of above - ground vegetation within portions of a
new right -of -way (ROW) adjacent to an existing Duke Energy ROW. The proposed
work conforms with Nationwide Permit (NWP) No. 12/ General Water Quality
Certification (GC) No. 3884, and is part of a larger project that entailed reclamation of
PNG's existing Line 330 ROW. Authorization for buffer impacts associated with the
parent project (S &ME project No. 1357 -14 -090) was granted on August 21, 2014 (DWR
Project No. 14- 0781).
The pipeline replacement activities currently proposed by PNG will involve 27 linear feet
(If) of temporary stream impact, 0.13 acre of temporary wetland impact, as well as
additional riparian buffer impacts. None of the wetland or stream impacts will be
permanent or result in a loss of waters of the U.S. The project area is located in Guilford
County, North Carolina, within the Randleman Lake Watershed. In support of this
application, please find enclosed the following:

the project does not involve activities requiring submission of a PCN to the U.S. Army
Corps of Engineers ( USACE) under NWP -12, a copy of this application is being
provided to the USACE only as a courtesy.
PROJECT BACKGROUND
PNG is in the process of ROW maintenance and pipeline integrity inspection activities in
the Greensboro, North Carolina area. The parent project, within which the proposed HDD
work will be conducted, is identified as Line 330. Line 330 originates at an existing
station site of Old Greensboro Road in Kernersville, North Carolina, and then runs
generally southeast for approximately 20.7 miles while terminating at a second existing
station site on the west side of Hunt Road in Pleasant Garden. The proposed HDD work
area is located roughly near the mid -point of the route (36.003667 N, - 79.914401 W),
south of Guilford College Road and north of Stanford Road in Greensboro, North
Carolina. The general project location is depicted on the Site Vicinity Map (Figure 1),
and in greater detail on the appropriate USGS Topographic Map (Figure 2), and a 2012
Aerial Photograph (Figure 3).
The combined buffer impacts previously authorized by NCDWR in connection with the
parent project were limited to 2,056 square feet. There were no stream or wetland
impacts associated with that work.
PROJECT PURPOSE AND NEED
The purpose of the replacement is to retrofit the subject segment of pipeline to
accommodate passage of an in -line inspection device (aka "smart pig ") by eliminating a
series of incompatible bends. As the pipe is currently configured, the smart pig would
not be able to travel through the pipe and continuously record data that would allow the
pipeline to be assessed in terms of its structural integrity. The data collected by the smart
pig are necessary to identify areas that require further inspection, potential repairs or
remediation.
While the new pipe will be installed within PNG's existing ROW where possible, new
ROW has been acquired in order to establish a continuous path for the replacement
segment. That portion will abut an existing Duke Energy ROW. The new pipe segment
will be tied back to the existing line within PNG's existing easement.
PNG considers establishment and regular maintenance of the existing ROW system an
important part of their responsibility to provide safe and reliable energy to the

communities they serve. To that end, maintaining and adequate amount of easement on
each side of the pipe is required to support:
• Leakage surveys from ground mobile units or aerial technology.
• Aerial patrolling for possible encroachment activity near the pipeline.
• Aid in identification of possible repairs and maintenance.
• Promotion of damage prevention in that the easement can be more easily identified by
the public.
• Minimization of potential canopy encroachment, which creates visibility concerns.
• Minimum turn- around requirements for mechanized mowing and side - trimming
equipment.
In this instance, the new ROW will abut an existing Duke Energy ROW. As such, the
new pipe must be sited at least 25 feet from the edge of the Duke Energy ROW. Limiting
the width of the new maintained ROW to 30 feet at this location would leave only 5 feet
of cleared easement along the south side of the ROW, or require an "island" of trees
between the existing Duke Energy and PNG easements. Accordingly, PNG proposes to
clear and maintain the entire 50 feet in this location. PNG is prepared to provide
appropriate riparian buffer mitigation for these additional required impacts.
EXISTING ENVIRONMENT
The project area consists primarily of PNG's existing maintained ROW, which is
bordered to the north by a Duke Energy powerline easement. The project area is bisected
by a sewer line and active railroad and a parking area associated with a municipal
training center, beneath which the new pipe will be installed. The project area is located
in the Piedmont physiographic province in the Randleman Lake watershed, which itself
comprises part of the Cape Fear River basin (HUC 03030003). The nearest stream is an
unnamed tributary that drains to Bull Run (Index No. 17 -5 -(1) — Class WS -IV), which is
located approximately 1,800 feet northwest of the project area. Land use in the vicinity
of the project corridor consists primarily of a mix of woodland, open, maintained land
residential and urbanized institutional /light industrial and commercial areas.
To determine which streams within the Line 330 ROW, which includes the current HDD
project area, were subject to the buffer rules, S &ME originally conducted field reviews
over a period ranging from April 8, 2014 through April 28, 2014. In addition to those
features that appeared on the most recent version of the appropriate Natural Resources
Conservation Service Soil Survey or the appropriate 1:24,000 scale (7.5 minute)
quadrangle topographic maps, those that scored greater than 19.0 points on the NCDWR
Stream Assessment Form (Version is 4.11, effective September 1, 2010) were considered
subject to the buffer. Results of the field assessment were provided to NCDWR as part
of the Line 330 ROW Reclamation Project.

S &ME re- visited the site on October 9, 2014 to confirm that stream conditions remained
consistent with those previously observed, and to delineate wetlands located within the
project area. To conduct the delineation, S &ME followed the procedures set forth in the
1987 US Army Corps of Engineers Wetlands Delineation Manual (Eastern Mountains
and Piedmont Regional Supplement Guide). Streams within the current project area were
identified as SRI (perennial) and SR2 (intermittent). Two wetland areas (Wetlands WR1
and WR6, both of which are classified as headwater forest wetlands currently in an
herbaceous state, will be affected by the project.
Typical vegetation observed within the existing ROW was varied, but generally included
species such as rye grass (Lolium sp.), goldenrod (Solidago sp.), sericea lespedeza
(Lespedeza cuneata), big bluestem (Andropogon gerardii), dogfennel (Eupatorium
capillifolium), broomsedge (Andropogon virginicus), blackberry (Rubus spp.), poison ivy
(Toxicodendron radicans), Virginia creeper (Parthenocissus quinquefolia), little
buttercup (Ranunculus abortivus), and various grasses (Festuca spp.). Soft rush (Juncus
effuses), Japanese stilt grass (Microstegium vimineum), tearthumb (Polygonum
sagittatum) and shallow sedge (Carex lurida) were observed in wetter areas.
Woody saplings observed within less - frequently maintained portions of the ROW
included various oaks (Quercus spp.), sweetgum (Liquidambar styraciflua), black cherry
(Prunus serotina), Chinese privet (Ligustrum sinense), winged sumac (Rhus copallina),
red maple (Acer rubrum), tulip tree (Liriodendron tulipifera), shortleaf (Pinus echinata)
and loblolly pine (P. tadea). Tag alder (Alnus serrulata) and black willow (Salix nigra)
shrubs and saplings were observed in the wetland areas.
Photos of the typical project corridor conditions are included in Appendix II.
PROJECT IMAPCTS
Construction of a temporary road to afford the equipment access to the west side of the
project area will impact 271f of Stream SRI and 0.05 acre of Wetland WR1. Both the
stream and the wetland are located within PNG's exiting ROW. At the eastern end of the
project area, establishment workspace to accommodate the drill rig will temporarily
affect 0.076 acre of Wetland WR6. All of the affected wetlands are herbaceous, and
timber removal will not be required.
Zone 1 Buffer impacts associated with the temporary access road, drill rig workspace and
clearing the new easement total 26,540 sf. Of these impacts, 14,555 sf will result from
permanent removal of trees, while the remaining 11,985 sf will result only from
temporary disturbance to accommodate the equipment. With respect to Zone 2, the
project will affect 11,254 sf. Of this, 3,018 sf of forested area will be converted to
grassed area, while the remaining 8,236 sf will result only from temporary disturbance to
accommodate the equipment.
These impacts are broken out by crossing on the Riparian Buffer Impact Table
(Appendix III), and are depicted on the attached drawings (Appendix IV).

ADDITIONAL REGULATORY CONSIDERATIONS
Protected Species
Pursuant to Section 7 of the Endangered Species Act of 1973, as amended (16 U.S.C.
1531 1543), S &ME provided the N.C. Natural Heritage Program ( NCNHP) and the U.S.
Fish & Wildlife Service ( USFWS) with a scoping package that included maps and
information related to the proposed project on October 6, 2014. The NCNHP responded
with an October 20, 2014 letter stating that database does not show any records for rare
species, important natural communities, natural areas, or conservation/managed areas
within the proposed project area. Within one mile of the site, the only record of the
NCNHP identified was for the Greensboro burrowing crayfish (Cambarus catagius), a
state - listed species of special concern. At the time of the submittal, no response from the
USFWS has been received.
S &ME also review of the USFWS list of federally protected species was consulted for a
listing of protected species documented within Guilford County, North Carolina. This
review identified only one federally - protected species (a plant) - small whorled pogonia
(Isotria medeoloides). A majority of the proposed work will occur within and adjacent to
an existing ROW where gas and overhead electric utilities are co- located. Habitat in this
area is not suitable for small whorled pogonia, and no plants resembling small whorled
pogonia were observed in the wooded area during an October 9, 2014 site visit by
S &ME.
Historic Properties
Pursuant to Section 106 of the National Historic Preservation Act, S &ME provided the
N.C. State Historic Preservation Office (SHPO) with a scoping package that included
maps and information related to the proposed project. The SHPO responded with an
October 21, 2014 letter stating that they had conducted a review of the project and are
aware of no historic resources which would be affected by the project, and therefore, had
no further comment.
Although unlikely, in the event previously unknown historic, cultural or archeological
remains and artifacts are encountered while performing the work, the USACE will be
notified, and to the maximum extent practicable, reclamation activities that may affect the
remains and artifacts will be avoided until the required coordination has been completed.
Copies of the agency scoping responses are included in Appendix V.
Sediment and Erosion Control
An appropriate Sediment and Erosion Control Plan incorporating best measures practices
as outlined in the most recent version of the "North Carolina Sediment and Erosion
Control Planning and Design Manual" shall be approved and implemented to comply
with the appropriate turbidity water quality standard.

AVOIDANCE AND MINIMIZATION
Through agency coordination, the project has implemented avoidance and minimization
procedures. Impacts will be minimized by incorporating the following best management
practices (BMPs):
• Woody vegetation within the buffers shall be cleared at ground level. No land
grubbing or grading will be minimized.
• Vegetative root systems within the buffer shall be left intact to maintain the integrity
of the soil. Stumps shall remain.
• No fertilizer shall be used other than a one -time application to re- establish vegetation.
• Construction activities shall minimize the removal of woody vegetation, the extent of
the disturbed area, and the time in which areas remain in a disturbed state.
• Active measures shall be taken following the reclamation and during routine
maintenance to promote diffuse flow of stormwater through the buffer.
MITIGATION
Mitigation for impacts to Zone 1 of the riparian buffer will be provided through the N.C.
Ecosystem Enhancement Program (NCEEP). Mitigation for impacts to Zone 2 is not
required, as the area is to remain grassed without above -grade construction or impervious
surface. A letter requesting the appropriate amount of credit (14,555 sf x 3 = 43,655) is
included in Appendix VI.

pipe will be installed by HDD with tie -ins to the existing pipe made at each end. Above - ground vegetaion within the new
ROW will be cut at grown level to accommodate a clear line of site and to create workspace for the drilling equipment.
Equipment mats will be placed in workspace where wetlands are located, and a single stream crossing is required in
order to allow equipment access to the west side of the project area. Industry drilling and construction equipment will be
used.

1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Construction equipment operating within wetlands and buffers will be limited to that necessary for construction and restoration
activities. Wetland vegetation within the project will be cut at ground level, leaving existing root systems in place to promote re-
growth.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
The project will also incorporate the following best management practices (BMPs): 1) Woody vegetation within the buffers
shall be cleared by hand. No land grubbing or grading will be allowed. 2) Vegetative root systems within the buffer shall be
left intact to maintain the integrity of the soil. Stumps shall remain wher practicable. 3) No fertilizer shall be used other than a
one -time application to re- establish vegetation. 4) Construction activities shall minimize the removal of woody vegetation, the
extent of the disturbed area, and the time in which areas remain in a disturbed state. 5) Active measures shall be taken
following the reclamation and during routine maintenance to promote diffuse flow of stormwater through the buffer.

with known occurrences in North Carolina is now available on the U.S. Fish and Wildlife
Service's (Service) web page at http: / /www.fws.gov /raleigh. Therefore, if you have projects that
occur within the Raleigh Field Office's area of responsibility (see attached county list), you no
longer need to contact the Raleigh Field Office for a list of federally- protected species.
Our web page contains a complete and frequently updated list of all endangered and threatened
species protected by the provisions of the Endangered Species Act of 1973, as amended (16
U.S.C. 1531 et seq.)(Act), and a list of federal species of concern] that are known to occur in
each county in North Carolina.
Section 7 of the Act requires that all federal agencies (or their designated non - federal
representative), in consultation with the Service, insure that any action federally authorized,
funded, or carried out by such agencies is not likely to jeopardize the continued existence of any
federally- listed endangered or threatened species. A biological assessment or evaluation may be
prepared to fulfill that requirement and in determining whether additional consultation with the
Service is necessary. In addition to the federally- protected species list, information on the
species' life histories and habitats and information on completing a biological assessment or
evaluation and can be found on our web page at http: / /www.fws.gov /raleigh. Please check the
web site often for updated information or changes.
1 The term "federal species of concern" refers to those species which the Service believes might be in need of
concentrated conservation actions. Federal species of concern receive no legal protection and their designation does
not necessarily imply that the species will eventually be proposed for listing as a federally endangered or threatened
species. However, we recommend that all practicable measures be taken to avoid or minimize adverse impacts to
federal species of concern.
If your project contains suitable habitat for any of the federally- listed species known to be
present within the county where your project occurs, the proposed action has the potential to
adversely affect those species. As such, we recommend that surveys be conducted to determine
the species' presence or absence within the project area. The use of North Carolina Natural
Heritage program data should not be substituted for actual field surveys.
If you determine that the proposed action may affect (i.e., likely to adversely affect or not likely
to adversely affect) a federally - protected species, you should notify this office with your
determination, the results of your surveys, survey methodologies, and an analysis of the effects
of the action on listed species, including consideration of direct, indirect, and cumulative effects,
before conducting any activities that might affect the species. If you determine that the proposed
action will have no effect (i.e., no beneficial or adverse, direct or indirect effect) on federally
listed species, then you are not required to contact our office for concurrence (unless an
Environmental Impact Statement is prepared). However, you should maintain a complete record
of the assessment, including steps leading to your determination of effect, the qualified personnel
conducting the assessment, habitat conditions, site photographs, and any other related articles.
With regard to the above - referenced project, we offer the following remarks. Our comments are
submitted pursuant to, and in accordance with, provisions of the Endangered Species Act.
Based on the information provided and other information available, it appears that the proposed
action is not likely to adversely affect any federally- listed endangered or threatened species, their
formally designated critical habitat, or species currently proposed for listing under the Act at
these sites. We believe that the requirements of section 7(a)(2) of the Act have been satisfied for
your project. Please remember that obligations under section 7 consultation must be
reconsidered if: (1) new information reveals impacts of this identified action that may affect
listed species or critical habitat in a manner not previously considered; (2) this action is
subsequently modified in a manner that was not considered in this review; or, (3) a new species
is listed or critical habitat determined that may be affected by the identified action.
However, the Service is concerned about the potential impacts the proposed action might have
on aquatic species. Aquatic resources are highly susceptible to sedimentation. Therefore, we
recommend that all practicable measures be taken to avoid adverse impacts to aquatic species,
including implementing directional boring methods and stringent sediment and erosion control
measures. An erosion and sedimentation control plan should be submitted to and approved by
the North Carolina Division of Land Resources, Land Quality Section prior to construction.
Erosion and sedimentation controls should be installed and maintained between the construction
site and any nearby down - gradient surface waters. In addition, we recommend maintaining
natural, vegetated buffers on all streams and creeks adjacent to the project site.
The North Carolina Wildlife Resources Commission has developed a Guidance Memorandum (a
copy can be found on our website at (http: / /www.fws.gov /raleigh) to address and mitigate
secondary and cumulative impacts to aquatic and terrestrial wildlife resources and water quality.
We recommend that you consider this document in the development of your projects and in
completing an initiation package for consultation (if necessary).

MITIGATION REQUEST LETTER AND RESTORATION

RESTORATION PLAN
LINE 330 HDD Replacement Project
Guilford County, North Carolina
The proposed project has been designed to avoid and minimize jurisdictional impacts
where practicable. As part of mitigation for unavoidable impacts, the following plan is
proposed for implementation to restore the temporarily- affected wetland areas. This plan
entails restoration of temporarily - disturbed areas to their original contours and conditions
to the degree practicable upon project completion. Further, it specifies that disturbed
wetland areas will be permanently stabilized with a native vegetative cover, and affected
streambanks seeded and matted. The measures outlined below will be specified in the
contract documents prepared for construction of the proposed project.
Proposed restoration activities include removal of temporarily - placed fill material and
restoration of original pre - disturbance contours. Excavated material shall be returned to
the tie -in trench to the extent possible, and remaining material relocated and retained on
an upland site. Excavated topsoil shall be stockpiled separately and then replaced
uniformly over the area of excavation from which it was removed.
At temporarily- affected wetlands and portions of the riparian buffer, the native riparian seed
mix specified in Table 1, or a similar, native substitute, shall be utilized.

well as Session Law 2011 -343, which made changes to the operation of the NCEEP. All new requests
submitted on or after June 27, 2011 MUST include this form signed and dated by the permit applicant or
