Pursuant to your request, enclosed is Engineering Services Amendment No 113 to the current
Engineering Services Agreement dated September 25, 2012 Amendment No 1B replaces the
previously submitted Amendment No. IA, and includes the design and permitting phase services
to upgrade the River Bend Wastewater Treatment Plant, as well as wetland delineation and
mapping
Fees for the proposed technical services are as follows.
Preliminary & Final Design Phase $200,000.00 Lump Sum
Wetland Delineation & Mapping $ 4,000.00 Hourly plus Reimbursables
Total Estimated Cost $204,000.00

a. Study and Report Phase services have previously been completed m lieu of all
elements of the NPDES Engineeiing Alternatives Analysts /Present Value Cost
Analysis described in the Septembei 25, 2012 Ownei- Engineer Agreement The
Study and Report is comprised of letter reports prepared and submitted to Owner by
Rivers & Associates dated January 28, 2013 and March 8, 2013 The fast report
included evaluations of six (6) treatment plant alternatives covering various capacity
expansions and treatment techniques. The second report evaluated a seventh (71h)
option to pump wastewater to the City of New Bern for treatment and disposal Both
reports provided capital cost estimates, present worth evaluations, and a list of pros
and cons for each alternative. The Owner has elected to pursue upgrade to the
existing WWTP as described below.
b Engineer shall perform or furnish the following technical services
1. As Basic Services — Civil, electrical and structural design; permitting;
bidding and consh uction phase engineering services for upgrade to the
existing 0.33 MGD Wastewater Treatment Plant. Ti eatment capacity
shall remain unchanged. Improvements shall include;
a. Modifications to the existing Influent Pump Station
b. New influent and effluent flow meters and composite samplers
c. New Preliminat y Ti eatment Unit with fine screen and gi it removal
d. Continued use of the existing Surge Panic
e. Renovation to existing Treatment Units #1 and #2 to include
equipment demolition, sandblasting, welding /patching, re- coating,
and new equipment installation

2. As Additional Services —
a. Wetland Delineation and Mapping
c The-Scope-of Services currently authorized to be perfonned by Engineer in
accordance with the Agieement and previous amendments, if any, is modified as
follows-
1. Preliminary and Final Design Phase, Bidding or Negotiating Phase, and
Construction Phase Services as described in Paragraphs A1.01 — A1.05 of
Exhibit A shall be incorporated into the Basic Scope of Services.
2. The following Additional Services shall be provided as provided in
Paragraph A2.01.B:
a. Wetland Delineation and Mapping
3, The Preliminary Design Phase documents shall consist of the topogi aphic
survey, preliminary layout, and Preliminary Design Memorandum.
Fui nish three (3) review copies of the Preliminary Design Phase
documents and any other deliverables to Owner within 60 calendar days
of authorization to proceed with this phase, and review them with Owner.
Within fourteen (14) calendar days of receipt, Owner shall submit to
Engineer any comments i egarding the Preliminary Design Phase
documents and any other deliverables.
4. Revise the Preliminary Design Phase documents and any other
deliverables in response to Owner's comments, as appropriate, and
fur nish to Owner three (3) copies of the revised Preliminary Design Phase
documents and any other deliver ables within tout teen (14) calendar days
of receipt of Owner's comments.
5. Prepare and furnish bidding documents for i eview by Owner, its legal
counsel, and other advisors, and assist Owner in the pi eparation of other
related documents. Furnish bidding documents and any other
deliverables to Owner within six (6) months following approval of
Preliminary Design Phase documents. Within fourteen (14) days of

receipt, Owner shall submit to Engineer any comments and, subject to the
provisions of Paragi aph 6.01.G, instructions for revisions.
6. Revise the bidding documents m accordance with comments and
instructions from the Owner, as appropriate, and submit three (3) final
copies of the bidding documents, a revised opinion of probable
Construction Cost, and any other deliverables to Owner within fourteen
(14) calendar days after i eceipt of Owner's comments and instructions.
7. The number of prime contracts for Work designed or specified by
Engineer; upon which the Engineer's compensation has been established
under this Agreement is one (1). If mot a prime coati acts are awarded,
Engineer shall be entitled to an equitable increase in its compensation
under this Agreement.$.
d The tesponsibilities of Ownet in F,xhlbit B ate modified as follows
1. Provide prompt review and comments related to Pielindnaiy and Final
Design Phase documents and deliverables as indicated above.
2. Provide services of a qualified Geotechnical Engineering Consultant to
provide i egaired geotechnieal evaluation and recommendations.
e, For the Basic and Additional Services set forth above, Ownet shall pay Engineer the
following additional of modified compensation;
1. A lump sum amount of $ 200,000.00 for Pi eliminary and Final Design
Phase services in accordance with the provisions of Exhibit C Pat agraph
C2.01.01— Compensation for Basic Services (other than Resident Project
Representative) — Lump Sum Method of Payment.
2. An estimated amount of $4,000.00 for Wetlands Delineation and Mapping
services in accordance with the provisions of Exhibit C Paragraph C2.05
— Compensation for Additional Services — Standard Hourly Rates
Method of Payment.
e The schedule for rendering; services is modified as follows
1. As indicated above.
f Other portions of the Agreement (including previous amendments, if any) are
