4. Project Description and History
4a.Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:
The project area is a forested riparian corridor surrounded by residential development and a Hanson Aggregates quarry.Portions of the project area also include maintained sewer
easements.
The City of Raleigh has been in contact with NCDEQ regarding protection of the greenway trail from erosion caused by an existing stormwater discharge from an adjacent lot,as well as
minimizing the potential for sedimentation to Richland Creek from this discharge.Revisions to the project design in this area including addition of a 24"pipe under the greenway and
additional riprap stabilization required recalculations of stream and buffer impacts.

The project will construct a greenway trail between Lindsay Drive and Ebenezer Church Road.

The project has been previously described in detail in prior submittals,and has not changed since the Version 2 approval.
The proposed design change to add the pipe under the greenway trail will protect the trail from undercutting due to stormwater flow.The additional riprap will reduce stormwater velocity
and protect the adjacent bank of Richland Creek from erosion.

The project design is constrained by the steep topography of the slopes above Crabtree and Richland Creeks.Bridges have been designed in order to
minimize impacts to the stream bed.Boardwalks are utilized to cross tributary streams.Wetland impacts have been almost entirely avoided.Where
feasible,the trail has been designed to utilize existing cleared sewer easements.
1 b.Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Erosion control has been designed to adhere to the design standards for sensitive watersheds.The contractor shall be responsible for minimizing
impacts through construction techniques.Boardwalks will be constructed using the"top-down"method,which minimizes disturbance.
