We discussed the impacts and maps, and he agreed that we do NOT need to resubmit the PCN. Instead, he asked that I revise the impacts table that I sent on Thurs Oct 20 to include the Queen Creek crossing, which is tidal and is therefore considered TNW (traditional navigable water). With that, he can issue the 404 approval. The revised table of wetland and streams impacts is attached here. Feel free to call or email me if anybody has questions or issues with this approach. These impacts range from 0.02 to 0.16 ac each, and total 0.39 acre. • These six temporary wetland impact areas are mapped in the attached figures, and listed in the attached excel table. These are the maps that I submitted to you by email with the original PJD Request/PCN package on June 15, and re -submitted on Sep 28 through DWR edocs, as you requested. • The attached excel table contains the information from the PCN impacts table plus Lat/Long coordinates. On Sept 14 you stated that DCM is ready to issue the CAMA General permit for the project pending receipt of the $400 permit review fee. I mailed a check for that amount to the Morehead City office on Sep 16. Can you issue that permit approval now? Tom and Holley -- Regarding ACE and DWR approvals, if required, I have created and attached an elevation profile of the project corridor which shows the two stream crossings near Hubert with tidal influence (Queen Cr crossing QE, and Pasture Branch crossing QD) and the remaining streams and wetlands at higher elevations that are non -tidal, but are classified as SA-HQW (Queen Cr and Tribs) or SB-NSW (Wallace Cr and Tribs). Mile 0.0 is at Piney Green, and mile 6.7 is east of Hubert. Please clarify whether ACE and/or DWR review and approval are needed, in addition to the CAMA General Permit, and also whether a DWR review fee ($240) is also required. As stated in my Oct 6 email, the only reason we submitted the application to DWR was because Tom Charles at ACE requested that we re -submit it that way. Holley - In answer to your question from our Oct 6 telephone discussion, the DWR NPDES permitting unit has not yet approved the force main design. The Wooten Company engineer informed me that the NPDES unit requests the ACE and DEQ approvals be submitted along with the project plans for their review. Thank you, and apologies for the confusion! Do you know if DEQ Water Quality Permitting (NPDES) section has approved the force main plans for this project? Holley Snider at DWR told me today that we need to send the NPDES permit approval to the NC Div Coastal Mgmt so they can issue our CAMA General Permit. On Sep 28 the US -ACE agent Tom Charles requested that I resubmit the CAMA permit application using the NC-DWR edocs portal in order to get an ACE Action ID number assigned (e.g., SAW-2022-xxx). I did that on Sep 28 as Tom requested, but doing that also opened up a project review number at the DWR 401 Section, which got Holley at DWR involved. Normally we don't need 401 approval when DCM is issuing a CAMA General Permit, according to Holley (and ex-DCM agent Ryan Davenport that I spoke with last year). However, there is some question about which agencies are responsible for approving the impacts to non -AEC streams and wetlands, since these proposed pipelines cross both tidal (AEC) and non -tidal (non -AEC) waters. Holley said she would check into this. I have copied Holley Snider at DWR, Curt Weychert at DCM, and Tom Charles at USACE. Hi Sheri, The original PCN+CAMA application for this project was submitted to NC-DCM and US -ACE by email on June 15, 2022, but was not submitted to the DWR edocs portal at that time, as DCM wasn't using edocs according to Ryan Davenport. Ryan has since left DCM, but Curt Weychert at DCM reviewed the application it and replied in an email on Sept 14 that he is ready to approve it as a CAMA General permit. MMI paid the DCM review fee ($400) by paper check to the Morehead City DCM office last week. I read somewhere in the rules that if DCM charged a fee, then DWR's fee was waived. Is that still true? I re -submitted the PCN yesterday (Sep 28) using the DWR edocs portal at the request of US -ACE agent Tom Charles. He apologized for not processing our original submittal in June (by email) and said ACE prefers to get applications through DWR edocs in order to get a SAW -number assigned. Sorry for the confusion!
