Duke Energy is proposing to change the method of disposal and no longer expects to have any return water from this project. Sections B.3.e and D.1.b of the PCN have been modified to capture these changes and is attached. The proposed project will use an Eddie Pump on a floating barge to dredge the intake structure of the plant. The location for the disposal of the dredge material has changed. The project has been modified to pump the dredge material to a basin in the retired coal yard. The basin is designed to contain all the dredge material and a 3 inch rain event and still contain at least 6 inches of freeboard. Any storm water runoff from the surrounding area will be diverted around the basin. No return water is expected to reach Waters of the U.S., however we are submitting this PCN as a precaution. Depending on efficiency of settlement, a flocculent from the NC DWR list of approved PAMS/Flocculants may be used to promote settlement within receiving facility limits for total suspended solids. Once all necessary dredging is complete and the dredged material has been adequately dewatered, the materials will be tested to determine if suitable for onsite use as a beneficial fill or cover soil supplement, if the dredged is not suitable for onsite use the material will be disposed of in an approved landfill. Again we do not expect to have any return water and this PCN is being submitted only as a precaution.
