Project Description:
The property is in southeast quadrant of the intersection between NC 54 and Thom Road. The existing
conditions of the site is predominantly managed pervious area from agricultural activities. This property
has two drainage areas (DA): one DA drains to northwest and the other drains to southeast with most of
the drainage going towards the later. The soils on this property are Cullen clay loam (Cn132), Cullen clay
loam (CnC2), and Cullen clay loam (CnD2). Those soils are classified as hydrologic soil group (HSG) B, and
their slope range from 2%-15%.
Site Description and existing conditions:
The proposed development on the property is for a single-family residential sub -division. The
development is divided into two phases of the development. Phase 1 is the development of lots 1-6
(previously permitted, constructed, and stabilized) and phase 2 is the development of lots 7-27 along
with the proposed subdivision road. The proposed road will be graded such that it generates three DAs:
one DA will drains to the north at the access to Thom Road, the second DA will capture runoff from the
middle of the site and convey it via a double 18" pipe under the new road, and the third DA will drain
the remainder of the site and road via roadside swales to the to southeast of the site.
Sediment Basin:
One temporary sediment basin (TSB) is proposed to be located at the end of the proposed subdivision
road (between lot 18 and 19). This TSB will receive water from disturbed areas of ±2 acres. The
treatment runoff from the TSB will leave the site and drains to the lower side of the property in
southeast.
Temporary Gravel Construction Entrance/Exit:
A temporary gravel construction entrance/exit will be installed at the north of the proposed subdivision
road where it intersects with Thom Road. During wet weather, it may be necessary to wash vehicle tires
at this location. One driveway pipe will be proposed at this entrance/exit to capture and release the
runoff from east to west of Thom Road.

Outlet Stabilization Structure:
A riprap apron will be located at each individual outlet structure such as culverts and sediment basin
outlets. The riprap apron will reduce erosion or scour of the soil at the outlet areas.
Temporary and Permanent Diversion:
A temporary/permanent diversion will be constructed above the existing 3:1 fill/cut along the shoulder
of the proposed road. Both types of diversions will be matted with NAG product DS75, DS150, and P300
with straw wattle spacing according to the plan details.
Sediment Fence and Sediment Fence Outlet:
A sediment fence will be constructed as perimeter control along the limited of disturbance line where a
temporary or permanent diversion is not proposed. The sediment fence outlet will be placed at the low
elevation of the sediment fence where the possibility of runoff ponding can occur.

MDC 3: SWALE SLOPE AND LENGTH.
The longitudinal swale slope shall not exceed seven percent. The swale slope and length
shall be designed to achieve a flow depth of six inches or less during the 0.75 inch per hour
storm and a minimum hydraulic retention time of four minutes.
A treatment swale shall be designed such that the treatment volume has a HRT of at least four
minutes and has a ponding depth of less than six inches (to ensure flow though grass
vegetation) for a 0.75 in/hr storm intensity. Maximum longitudinal slope shall be 7%.
MDC 4: GRASS SPECIFICATION.
The grass species in the swale shall be:
(a) non -clumping and deep-rooted;
(b) able to withstand a velocity of four feet per second;
(c) managed at an average of six inches; and
(d) not be cut lower than four inches.
Standard turf grasses may be used if a lawn appearance is desired. The turf grasses include
standard mixtures such as those recommended in the DEQ Erosion and Sediment Control
Planning and Design Manual and the recommended vegetation tables in Section 6 of this
document. The recommendation is to use taller growing grasses to improve the filtering
capability of the swale. Bluegrass should be avoided for areas where salt loading is high.
MDC 5: CONVEYANCE OF LARGER STORMS.
Swales shall be designed to non-erosively pass the ten-year storm.
Non -erosive permissible velocity for pollutant removal swales with established grass lining is
defined by the Table 1.

Description
"Water table" refers to a saturated zone in the soil. It occurs during specified
months. Estimates of the upper limit are based mainly on observations of the
water table at selected sites and on evidence of a saturated zone, namely
grayish colors (redoximorphic features) in the soil. A saturated zone that lasts for
less than a month is not considered a water table.
This attribute is actually recorded as three separate values in the database. A
low value and a high value indicate the range of this attribute for the soil
component. A "representative" value indicates the expected value of this attribute
for the component. For this soil property, only the representative value is used.
