Hi Jeff, In reviewing the updated stormwater plan vs what was submitted to us, I have a few questions: 1. Will the stormwater outlet structures into the channel be above the ordinary high water mark or will those be additional impacts? i 2. It appears that the northern stormwater basin will now be impacting the small linear wetland that connects the channel. Is this accurate? Can you please provide me with an updated impacts amount? Andrew, Following our site meeting at the Blue Ridge Metals site on 09/22/22, the project engineer has made the requested changes to the site plan. Specifically: 1. The site plan has been updated to show that French drains will be installed to follow the current alignment of the wetland ditches in the impacted areas. The pipe that crosses where the wetland ditches fork will follow the same alignment that the ditch currently follows. See attached updated site plan. A French drain typical detail is also included. 2 2. Confirmation is included on the site plan that the proposed stormwater basins in the southwest region of the project site will be designed to incorporate applicable buffers to the adjacent intermittent stream and will be located outside of any adjacent wetlands. Please let me know if any additional information is required. We have coordinated with the project engineer and off the following response: 1. The response to request 3 does not adequately demonstrate how hydrology will be maintained in the wetlands not proposed for impact. It's not clear how the project will be able to allocate run off to the wetlands while meeting post -construction stormwater requirements. Please provide additional clarification. If it is not adequately demonstrated that hydrology will be maintained in the wetlands not proposed for impact, the Division will consider that a secondary impact that will be counted toward impact totals. (15A NCAC 02H . 0506(b)(3)] Response: • The stormwater basins have been updated to outlet into the wetland ditches instead of the floodplain area. There is no post -construction requirement that would prevent this. By doing this we can ensure that pre -development hydrology of the surrounding wetland ditches remain the same for post - construction. See attached updated site plan with stormwater edits. • A pipe is now being shown that runs from the Blue Ridge Metals property to outlet into the wetland ditches on this site. This will ensure that the pre -development drainage going to the wetland ditches remains the same for post -construction. This also ensures that stormwater coming from the Blue Ridge Metals property is properly draining and not going to be impeded by this development. See attached updated site plan stormwater edits. • A pipe is now being shown that connects the wetland ditches below impacts W4 and W5. This will ensure that water is able to flow freely between the two wetland ditches and will not be impacted by the final design of the site. See attached updated site plan stormwater edits. The application is on -hold until all of the following information is received: 1. Please provide addition information regarding how many vehicles are anticipated to be stored on the property and how it was determined that 34.2 acres of parking surface area is required. [15A NCAC 02H .0506(b)(1)] 6 Response: The storage capacity projections could vary from 3,500 on average to 5,100 vehicles at peak times. 34.2 acres allows the capacity of 5,100 vehicles with the current layout of storage rows and drive isles. 3. Please describe how wetland hydrology will be maintained in the wetlands and streams downgradient of the proposed wetland fill areas as well as in the wetland upgradient of proposed impact W4, particularly considering stormwater will be routed away from the streams and wetlands not proposed for impact. [15A NCAC 02H .0506(b)(3)] Response: The wetland hydrology (for wetlands not proposed for impact) will be maintained by allocating runoff from the proposed site to the wetland that would be equal to the pre -development flow. The remainder of the runoff from the site would flow into the drainage basins on site to be treated to ensure the wetlands not proposed for impact would remain as they were pre -development. More detailed clarification (i.e. stormwater plan and grading plan) will be provided during the design process. 4. Please provide a figure depicting the location of the stormwater basin outlets.
