HomeMy WebLinkAboutFW: As-Built Walk Field Notes - Raleigh Farm BCFile email below with attachment in one file From: Merritt, Katie Sent: Thursday, October 20, 2022 1:26 PM To: Barrett Jenkins <bjenkins@restorationsystems.com> Cc: Sullivan, Shelton <shelton.sullivan@ncdenr.gov>; Hamilton, Ryan <ryan.hamilton@ncdenr.gov> Subject: As-Built Walk Field Notes - Raleigh Farm BC Hey Barrett, DWR staff, Shelton Sullivan and Ryan Hamilton, performed the As-Built Walk for the Raleigh Farm BC site on July 20, 2022 and September 17, 2022, which is a requirement prior to the issuance of a credit release for Task 2. During the site visit, staff observed problem areas consisting of encroachments, low vigor and low density. Details from the site visits showing specific problem areas and including staffs’ notes are attached to this correspondence. In summary, the notes indicate that fescue was too high in most areas to adequately observe planted stems. Also noted, was that there were no conservation easement placards installed along the easement boundaries. Lastly, it was noted that all monitoring plots required to be installed were located on the site. Actions required as a result of the As-Built Walk: 1. Site Wide – Perform sufficient transects (at least 1 transect for every other plot, and twice the size of existing plots) running both parallel and perpendicular to features and provide the Planted Stem Density data for each transect to DWR in the As-Built Report. If it is determined to be necessary, RS may have to submit an Adaptive Management Plan with the Year 1 Monitoring Report. 2. RS is to install easement placards along the entire easement boundary and provide photo documentation of completion with the submittal of the As-Built Report. 3. RS is to provide an Adaptive Management Plan with the Year 1 Monitoring Report describing how RS intends to resolve the encroachments and what efforts they will take to prevent future encroachments on the site. The AMP must also include a commitment to provide written notification to all Landowners/Tenants of the encroachments, the location of the intended easement boundaries and a list of restricted activities within those easement boundaries. 4. DWR has not received documentation from RS that a conservation easement has been recorded. This is a requirement of the approved UMBI for Task 1 of the Credit Release Schedule. No credits will be released until the conservation easement has been recorded. If RS anticipates submitting the Year 1 Monitoring Report beyond December 31, 2022, as is required in the approved UMBI, then RS needs to provide notice to DWR.
