sludge caused by an extremely wet season preventing land application. The Town states that they are
working closely with their sludge hauler to resolve the problem.
DWR Response: Although the wet weather condition caused difficulty for land application, it is the
permittee's responsibility to ensure wasted sludge is properly managed and disposed. The Town
failed to take actions, for example, to bring in on -site sludge dewatering equipment, to alleviate the
situation, with concern of extra cost.
