The area of disturbance (STA 21+00 L, IMG_9267) with the claw marks from the excavator is within the temporary fill impacts for the detour. We informed the contractor that this area will have to be restored to natural grade. We think this was a low spot that was catching sediment from some of the minor slope erosion. We informed the contractor that they will need to be removing sediment from these areas with hand equipment to minimize disturbance to the substrate and prevent permanent impact. The area where the silt fence appeared to bow out past the permitted hand clearing limits (STA 21+50 to 22+50 L) was located to in fact be beyond the limits by approximately 3’ (IMG_9268, stake with orange flagging is edge of hand clearing). The contractor did not hand clear out beyond the limits, as this area was already hand cleared by prior utility work. I told them to leave the silt fence where they have it to minimize further disturbance as there is an existing berm that should prevent any material from getting past our limits. We are continuing to educate this contractor on our standards for locating limits. Please let me know if you have any comments or need any additional information.
