WBS No. 5.109211A The North Carolina Department of Transportation (NCDOT) proposes to armor the bank of Wildcat Branch below a new pipe structure at the intersection of SR 2026 Hammond Road and SR 2683 Rush Street in Wake County. This project involves a new pipe bored under Hammond Road and an old pipe plugged and filled using grout. The area between the new pipe outlet and stream channel will be armored with rip rap underlined with geotextile for long term stability. The rip rap work will be installed by mini excavator and by hand. This project will involve permanent stream impacts for 50ft of rip rap bank stabilization and adjacent permanent Neuse River riparian buffer impacts. Application is hereby made for NCDENR-DWR Section 401 Water Quality Certification (WQC) for Road Improvements. A pre-construction notification, construction plan sketch, project mapping, and photographs are attached with this request. By copy of this letter we are notifying the USACE of the intent to work under a non-reporting NWP 14. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: An old pipe under Hammond Road has separated resulting in a large sink hole and thus the pipe needs replacing. A new pipe will be bored under Hammond Road exiting the fill slope higher than the original pipe which will be filled. Therefore the slope below the new pipe outlet and the stream channel needs to be armored for long term stability. The general land use is urban residential and commercial. 3b.
