addition, Bill Harrell of Gannett Fleming will be added as a CEI Inspector.
For the Contractor, the Project Manager will be Ralph Carson. The Project Superintendent will be Michael
Brooks. Catherine Harris will oversee the contract surveying operations.

Contractor still finalizing Progress Schedule as well as start date.
Contract/Plan Review:
Mr. Eatmon reviewed contract times, including ICT's.
Mr. Steffens reviewed applicable portions of the 404 permits. Both NWP 23 and NWP 12 apply. A
monthly compliance meeting will be held on the first Tuesday of each month at 2:00, beginning June 2. It
was strongly recommended that navigation lights should be installed to show open channel around work
bridges/barges. It was clarified that the anadramous fish moratorium should run through June 30, not June
15. Subaqueous crossing notification asbuilts from the bore under the Neuse River to be submitted to the
Corps and the National Ocean Service within 30 days of completion. Mr. Merritt stated he would take the
lead on coordinating/submitting this information.
Mr. Ward reviewed applicable portions of the 401 permit and applicable buffer certifications. Mr. Eatmon
stated that all safety fence shall be installed prior to beginning clearing operations.
Utilities by Others provision was reviewed. Centurylink work is still remaining. Anticipate starting bore
work beginning of April. There is a Centurylink aerial line and pole in conflict with accessing the PUE
for the electrical transmission line. A meeting will be held between Centurylink and the City of Kinston
Electric personnel to resolve this conflict.
Test pile provision was reviewed. Contractor stated they will provide date of test pile within 60 days,
probably sometime in May. Mr. Eatmon advised to allow for enough time for production pile fabrication
and PDA analysis in order to not impact bridge construction timeframe. A pre -installation meeting will be
scheduled prior to beginning work.
DBE Goal of 4.0% was met.
Contractor to provide list of Level 2 Erosion Control Personnel. EC installation to be done by Seal Brothers.
Per Subletting provision, Contractor to submit all subcontract requests within 30 days of availability or
prior to expiration of 20% of contract time, whichever is later.
Clearing and Grubbing is by Method III.
Project is Lump Sum Grading except for Borrow will be paid by CY. Commercial pit will be used.
Contractor to provide pit information once identified.
Paving subcontractor still to be identified.
Highly visible fence required to be put placed around designated historic pilings.
Will conduct pre -installation meeting prior to installing signal poles.
Shoulder and Slope Borrow provision was reviewed.
Mr. Bullard reminded contractor that project does have federal requirements, including certified payrolls.

Mr. Blankenship reviewed applicable Erosion Control provisions. Stabilization requirement is 14 days for
most areas in project limits. Contract does contain Native Grass specification. Permit drawings, not EC
plans, should be used to delineate Environmentally Sensitive Areas. Mr. Blankenship is available to meet
with contractor prior to installation of devices.
Mr. Metcalfe stressed importance of timely submittals due to compressed timeline. Project is not overly
technical, there is just a sizeable amount of work to do within a short timeframe. Contractor indicated they
are investigating the feasibility of precasting the Classic Barrier Rail.
Once work commences, a regular scheduled monthly construction meeting will be held.
General Comments:
Mr. Askew advised that the remaining right of way parcels are in the final stages of acquisition. Should
have all acquired by March 30. There is a monopole billboard that has been abandoned off the southeast
corner of the Neuse River bridge. This will likely be removed under separate contract. No conflict is
anticipated.
Mr. Rudd addressed Materials and Test items of interest. Concrete will likely be done by S&W (not
finalized yet). He discussed the need for concrete plant Quality Control personnel to be present for
concrete pours in order to ensure a smoother operation, especially on large pours. Test bars need to be
submitted, as well as certifications, on all steel used for the project. Ensure guardrail anchor units arrive
on site with all applicable paperwork, including installation instructions.
There will be mill/fill resurfacing contract for Queen St north of the bridge, from the project limits to
Cunningham Blvd. The division's goal is that work will be done concurrently such that once the bridge is
back opened to traffic all work on Queen St will be completed. City of Kinston has a sewer rehab project
to complete prior to this work. Mr. Bullard will contact Steve Miller with the city to verify the schedule
of operations for this work.
There being no further business, the meeting was adjourned.

should be submitted in writing to this office. Failure to do so will be an indication of agreement.

The PCN had the wrong anadromous fish moratorium end date. It should be June 301h and not June 15th. NCDOT will
adhere to the longer date as requested by WRC. Sorry for the confusion and let me know what I need to do to correct
