SUBJECT: Durham Farrington Road (NC0047597) and Northside (NC0023841)
NPDES Permit renewals, Durham County
During the public hearings recently held for the Durham
Farrington Road and Durham Northside NPDES permit modifications it
came to my attention that the limits in the current NPDES permits
were applied to the existing wasteflows for both facilities. As out-
lined in the Instream Assessment Unit's reports on the water quality
impacts of expansions of the Northside (Eno River EIS report) and
Farrington Road WWTPs (enclosed) the permit limits recommended for
the expansions are also required for existing flows to protect for
both dissolved oxygen and toxic instream impacts. This oversight was
a result of miscommunications between the Permits and Engineering
Group and the Instream Assessment Unit. I would like to request that
as part of the Hearing Officer's recommendations to the Director that
limits in the permit renewals at existing flows be the same as those
for the expanded flows for both facilities.
