Jerry, Please reference your Pre -Construction Notification (PCN) Form and attachments dated 8/16/2022, as well as our email (see below) sent to you on 9/12/2022, requesting additional information on the proposed project to be submitted within 30 days. Although we did receive a partial response to our request, information requested in items 1), 3), and 4) of our request (see below) have not been submitted to date. Reference also the NC Division of Water Quality's letter, dated 10/17/2022, returning your PCN as incomplete and requiring reapplication for this project. Given that we have not received the additional information necessary to proceed with your request within our required timeframes, we now consider your PCN withdrawn. Based on our phone discussion yesterday, we look forward to your re -submittal of the PCN and required documentation soon. I have reviewed the information and need clarification before proceeding with verifying the use of Regional General Permit (RGP) 50 (https://saw- reg.usace.army.mil/RGP/RGP50.pdf). Please submit the requested information below (via e-mail is fine) within 30 days of receipt of this Notification, otherwise we may deny verification of the use of the Nationwide Permit or consider your application withdrawn and close the file: 1) The project plans do not show enough detail to fully evaluate the proposed impacts or facilitate compliance inspections upon permit issuance. Please provide zoomed -in views of all impact areas at a scale sufficient to show both permanent and temporary impacts; 2) Section G.5 of the PCN references "detailed habitat assessments and performed surveys for Schweinitz's sunflower and American chaffseed.... A USFWS Self -Certification was prepared and submitted to USFWS on June 6, 2019"; however, this documentation (survey information and Self -Certification letter) is not provided in the PCN. Please provide this information to enable the Corps to either make a No Effect determination or facilitate coordination with the USFWS for listed species in the Action Area. Further, according to USFWS IPaC, the species listed for this portion of Guilford and Randolph counties includes small whorled pogonia (Isotria medeoloides); please include the relevant information on that species as well. 3) To provide complete information pertaining to Section G.7 of the PCN, please provide NCDOT's typical historic properties and archeological resources survey (or no survey required) documents for this project. This information is necessary for the Corps to either make a No Potential to Effect determination or document that coordination with the SHPO is complete. 4) Please provide any information documenting tribal coordination completed for this project.
