They are opened up as they are needed. Usually you try to have a pit fairly close to the grading operations, particularly if you are using the off road dump trucks. You wouldn't want to drive the truck 6 miles just to dump one load. Fuel costs would kill the contractor not to mention the time. Zack — How about taking a look at the other pit plans and verify that a 25-year design was used for the basin sizing. Recommend revised basin dimensions ifneeded. Division 11 has a number of streams and tributaries located in HQW Zones or sensitive watersheds that need to be protected from sediment pollution. I think for this point forward we are all on the same page regarding erosion control and design standards and other conditions per NCDOT's NPDES Construction Stormwater Permit, 401 Certification and Nationwide 404 permits. I have since gotten clarification that unnamed tributaries carry the same classification as the stream they flow into. We spoke about this at our meeting a few weeks back. This site should have been designed for a 25 -year storm. The basin currently has a greater volume capacity than the 25 -year design would require but the surface area does not meet a 25 -year design. However, the failure of the basin occurred at the inlet slope drain pipes which limited water flowing into the basin. This caused water to back up and the berm failure. Our investigation indicated this is what lead to the off -site sedimentation. The basin inlet has been opened up and will have no restrictions on water getting into the basin. A 25 -Year design would have been a larger basin with greater surface area and volume but the failure likely would have occurred on the larger design due to the limited inlet capacity. The site is no longer active and the haul road has been seeded and covered. The site has been prepped but was not able to be seeded and covered due to the rain. As I understand it from our site visits on October 27, there were a few tasks we discussed that need to be completed relative to the sediment loss that occurred following the 5.9 inch storm event over a 4 -day period (Oct 13 —16). • The debris and sediment that remain in the riparian area along the fence line near the culvert under US 21 need to be removed, the trib redirected to its original channel and organic core fiber matting laid; • At the waste site, remove captured sediment from northern basin and repair /reconstruct as needed; • At the waste site, repair /reconstruct the southern basin as needed; and, • Several slope drains along US 21 need to be repositioned to discharge at the same elevation as the wattle energy dissipaters. The NDPES records reviewed on site were compliant and all other areas we reviewed looked to be in order. When you get the chance, please rescan the waste site plans and send electronically. The plans you sent previously were cut -off to 8 % x 11 rendering the plan sheets unreadable for the most part. Let me know if the above listed tasks were not as discussed.
