Dear Mr. Vinson,
Please be advised that ongoing remedial action is being taken to correct the deficiencies in the
collection system contributing to the Sanitary Sewer Overflow in the referenced NOV received
September 28, 2022. Please note the incident, as reported in BIMS, required a press release but was
below the threshold for public notice. The SSO, Incident No. 202201272, was in Gaston, NC within
Sub -Basin `P' at manhole P-16.
The incident was caused by debris in the line made up of wipes, towels, & etc. The line was
mechanically cleaned, and the debris was flushed to a receiving pump station where it was removed for
disposal. The surrounding area was cleaned, and lime stabilized for pathogens and to reduce animal
attraction. The line has not been a recurring maintenance issue and had last been routinely cleaned
under RRSDCS's line cleaning program in May of 2022. Educational materials prohibiting disposal of
inorganic material in the SS system will be locally distributed in addition to RRSD's website posted
notice disallowing the practice (see attached Exhibit 1). RRSD is preparing ad copy which will be
displayed on local media websites to further prevent future similar occurrences.
While a civil penalty may be minor with respect to the cost of collection system work, the penalty will
still be funds that the District is unable to utilize to perform required work to the collection system. The
Roanoke Rapids Sanitary District gratefully appreciates your time and favorable consideration in this
