NCDOT, Director of Preconstruction 1538 Mail Service Center Raleigh, North Carolina 27699 -1538 Dear Ms. Barbour: The Corps is in receipt of your request for approval to reduce the length of control access at ACC4 along R -2245, in Brunswick County. After a review of the file (conditions and permit drawings) the Corps does not believe that the request requires Corps approval. The record reflects that the Corps only addressed the breaks in access not the length of control of access leaving the Right of Way. The Corps supports the current request as it would take a proposed traffic movement out of the wetlands. The Corps however does have some concern over the plan presented by the Williamson's in that it shows future impacts by a road leaving the proposed roundabout. As we stated in our 2011 letter concerning the same access, the approval for any wetland impacts associated with the Williamson Tract will come once the plan is realized and reviewed by our County Project Manager. The current plan shows a spur road crossing a wetland finger and in no way does our support of the reduction of control of access infer approval of this design. The County Project Manager will revisit the plan for avoidance and minimization once submitted by Williamson to the Corps. Further, we hope that the North Carolina Department of Transportation will work with the Williamson's moving forward if other designs are considered that may reduce wetland impacts further. This could result in other alterations of the control of access again only if additional avoidance and minimization may be realized. -2- In summary, the Corps does not need to approve the current request as it is not contrary to permit condition 24.
