NORTH CAROLINA Director Environmental Quality 10/19/2022 Via Electronic Mail (kevin.heavner@charlottenc.gov) Kevin Heavner Environmental Compliance Specialist Charlotte Water 4222 Westmont Drive Charlotte, NC 28217 Subject: Pretreatment Review of New Industrial User Pretreatment Permit Program: Charlotte Water Wastewater Treatment Plant: Sugar Creek WWTP NPDES #: NC0024937, Mekclenburg County Dear Kevin Heavner: The Municipal Unit of the Division of Water Resources has reviewed the new Industrial User Pretreatment Permit (IUP) submitted by the Charlotte Water- Sugar Creek (NC0024937) for the following Significant Industrial User (SIU). The submission was received by the Division on 09/01//2022. SIU # SIU NAME 5018 Greasecycle, LLC. The review indicates that the IUP is adequate and meeting the minimum requirements of 15A NCAC 2H .0916 and 40 CFR 403.8 (f)(1)(iii). The allocation table, maintained in the Division's database, has been updated accordingly. Regardless of approval action today, within 180 days of the effective date of any reissued or modified NPDES permit the permittee would be required to submit to the Division a written technical evaluation of the need to revise local limits (i.e., an updated IWS, or documentation of why one is not needed). This action may include revising, updating, or adding to the list of Significant Industrial Users (SIUs). Pursuant to 15A NCAC 2H .0907(b) either the Division or the permittee may initiate pretreatment program revisions. Federal and State pretreatment regulations require the local delegated pretreatment program to effectively control and document the discharge of wastewater from Significant/Categorical Industrial Users to the POTW. It is the POTW's responsibility to ensure that these objectives are consistently met. Thank you for your continued cooperation with the Pretreatment Program.
