Banished Bull Adaptive Management Plan 10/17/22 DWR #2020-0047 Site Overview and History This Adaptive Management Plan is provided to address concerns over year 2 monitoring of planted stem success at the Banished Bull Mitigation Bank Parcel (Site). Watershed Investments NC (WINC), the sponsor, originally planted the site in December 2020. The site encompasses 8.72 acres of land along an unnamed tributary to the South Fork of the Little River and ultimately into Falls Lake (See Figure 1 for a map of the site). Year 2 (2022) monitoring data was collected on September 22, 2022 by Axiom Environmental (See Year 2 Monitoring Report). Results showed that two of the eight fixed monitoring areas, (plots 2 and 6), had planted stem counts that averaged 202 and 243 stems per acre, below project success criteria of 260 planted stems. As a result, adaptive management activities are planned around these monitoring areas in the winter of (2022/2023). Overall, average planted stem density for all plots at the site was 384/acre. Stressors observed at the site include deer browse, competition from herbaceous species, and mortality attributed to drought conditions over the 2022 summer. Adpative Management Plan The following adaptive management activities are proposed to boost low planted stem counts in portions of the project area. Herbaceous competition has been observed from Johnson grass (Sorghum halepense). An initial herbicide application of this invasive plant was conducted on 7/27/22 by Ripple EcoSolutions. Follow-up treatment will be conducted as needed to prevent its re-establishment using chemicals labeled safe for use in riparian zones and applied at rates labeled for treatment of fescue. Precautions will be taken to avoid collateral damage to desirable vegetation (both planted and volunteer). Pesticide application will be conducted by a licensed application specialist and logs will be available upon request. To increase planted stem density, a total of approximately 300 one-gallon trees will be planted during the winter of 2022-2023. The container plants will have a more mature root system that will better enable them to overcome herbivory. Areas in and around plots 2 and 6 will be the focus replanting with supplemental planting density of 150 plants per acre. Figure 1 identifies the planting area to be targeted. A mix of native hardwood species will be planted at 16 x 16 foot spacing to yield 150 plants/acre to fill in areas with low planted stem growth or stunted growth. This density when combined with existing successful plants, should meet the criteria for site success defined in the site’s Mitigation Banking Instrument. Planting will occur in the Fall/Winter of 2022/2023 and observed over the remainder of the monitoring period. Table 1 lists the species being considered for the site however species availability may result in the substitution of other regionally appropriate native species. Table 1.
