NCAC02B.0703.TheserviceareaisdepictedinFigure2. 1.0 Introduction ThisParcelwasdevelopedtoprovidestreammitigationthroughthecreationofaStreamMitigation BankaswellasnutrientoffsetandbuffermitigationthroughthecreationofaNutrientOffset&Buffer MitigationBank.RiparianrestorationactivitiesdeemedsuitablefornutrientoffsetonthisParcelwill generate2,249.36lbs.Nitrogenperacreand143.81lbs.Phosphorusperacre(withadeliveryfactorof 71%and67%respectively). TheParcelinvolvedrestoringriparianbuffersadjacenttomitigatedstreamsonsitetohelpreducenon pointsourcecontaminantdischargestodownstreamwatersintheJordanLakeWatershedwithinthe CapeFearRiverBasin.Approximately18.13acresareprotectedwithapermanentconservation easement.Ofthe18.13acres,14.83acreshavebeenrestoredforeitherJordanLakeriparianbuffer creditornutrientoffsetcredit.Ingeneral,riparianbufferrestorationareawidthsonstreamsrangefrom 50feetto100feetfromthetopofbank. 2.0 ParcelLocation&Background 2.1Projecthistory ProjecthistorycanbefoundbelowinTable1. Whileplantingwasnotanticipatedtobeneededinthecattleexclusionareas,exceptwhererequiredin thestreammitigationplan,aseedmixwasappliedwherecattlehadremovedallvegetationandcaused baresoils.Thecattleexclusionareaswithintheeasementwerefencedtopreventfurthercattle encroachmentbyusingThreeStrandHighTensileWireFence,whichwaslaterchangedtowoven barbedwirefencinginJanuary2021.Noplantingwasperformedinthebufferpreservationareasexcept inareasaffectedduringconstruction. Annualmonitoringactivitiesbeganinthefallof2019andwillcontinueeachyearfortheremainderof themonitoringperiod.Speciescomposition,density,andsurvivalrateswillbeevaluatedonanannual basisbyplotfortheentiresite.AnannualmonitoringreportwillbesubmittedtoNCDWRnolaterthan st December31ofeachyearforfiveconsecutiveyears. 3.2ResultsofVegetationandVisualAssessmentMonitoring The5vegetationplots(Plots37)weresampledinSeptember2022attheendofthefourthgrowing season.Areferencephotowastakenfromthesouthwestcornerofeachplot,whichcanbefoundin AppendixDalongwiththestemcountrawdata.Totalnumbersofplantedtreespeciesidentifiedwithin themonitoringplotsaswellasdensityandcompositionaresummarizedinTable5.Vegetationresult tableswithplantedstemdensity,andstemcountbyplotandspeciesaresummarizedinAppendixC. The2022vegetationmonitoringresultedinanaverageplantedstemdensityof453stemsperacrewith individualplotdensitiesrangingfrom364to526stemsperacre.Whenincludingvolunteerspecies,the averagestemdensityis931stemsperacrewithindividualplotdensitiesrangingfrom526to1,578 stemsperacre.Bothplantedandtotalaveragestemdensitieswellexceedthefinalrequirementof260 stemsperacre.Thereare28greenashvolunteerstemsinvegetationplot7,howevertheydonot appeartobenegativelyimpactingplantedstems.Volunteerspecieswillcontinuetobemonitoredto ensuretheydonotoutcompeteplantedspecies.Ifvolunteerspecieshinderthegrowthofplantedtrees remedialactionswillbetaken. Visualassessmentsofthecattleexclusionandpreservationareaswithintheconservationeasement concluded: FencingisingoodconditionthroughouttheParcel; Nocattleaccesswithintheconservationeasementarea; Noencroachmenthasoccurred; Diffuseflowisbeingmaintainedintheconservationeasementarea;and Therehasnotbeenanycutting,clearing,filling,grading,orsimilaractivitiesthatwould negativelyaffectthefunctioningofthebuffer. TheParcelisontracktomeetitsfinalsuccesscriteria. Duringmonitoringyear3infrequentlydispersedprincesstree(Paulowniatomentosa)andtreeof heaven(Ailanthusaltissima)stemswereobservedalongUT1,UT4andSF4A.Chineseprivet(Ligustrum sinense)wasnotedinsmallnumbersalongUT2,UT4,andSF4A.Additionally,Japanesehoneysuckle (Lonicerajapinoca)alongwithahighdensityofblackberry(Rubusspp.)shrubsappearedtobe competingwithplantedstemsalongUT2.Acombinationofmechanicalandchemicaltreatment occurredonDecember15,2021,toaddresstheinvasivespeciesdescribed.Ringsprayswerealso completedinMarch2022alongUT1,UT2,andasnecessaryalongSF4Atocontrolcompetingpasture grasses. ThroughouttheremainderoftheParcel,adaptivemeasureswillbedeveloped,orappropriateremedial actionswillbeimplementedintheeventtheParcel,oraspecificcomponentoftheParcelfailsto achievethesuccesscriteria.Sitemaintenancewillbeperformedtocorrectanyidentifiedproblemsthat haveahighlikelihoodofaffectingprojectsuccess.Suchitemsincludebutarenotlimitedtoexcesstree mortalitycausedbyfire,flooding,drought,orinsects.Anyactionsimplementedwillbedesignedto achievethesuccesscriteriaandwillincludeaworkscheduleandupdatedmonitoringcriteria. 5.0Conclusions Overall,vegetationisdoingwellacrosstheParcel.TheParcelhasanaverageplantedstemdensityof 453stemsperacrewithindividualplotdensitiesrangingfrom364to526stemsperacre.When includingvolunteerspecies,theaveragestemdensityincreasesto931stemsperacre.Eachofthe5 vegetationplotsexceedthefinalvegetativesuccesscriteriaof260stemsperacre.Herbaceouscover hasbecomewellestablishedacrosstheParcel.Scatteredoccurrencesoftreeofheaven,princesstree, Chineseprivet,andJapanesehoneysucklewerenotedacrosstheParcelandtreatedinDecember2021.
