Priortoconstruction,themajorityoftheParcellackedriparianbufferexceptafewareaswithmature loblollypineforestalongT1andamixedhardwoodforestalongT6.TheParcelislocatedimmediately adjacenttotheNCDMSSassarixaSwampStreamandRiparianBufferMitigationSite(NCDMSIDNo. 100040).TheNCDMSprojectincludesaconservationeasementareathatextends50feetfromthetop ofbankofthemitigatedstreams.ThetğƩĭĻƌ͸ƭconservationeasementareaextendsbeyondtheDMS easement,foramaximumof200feetfromthetopofbankofthemitigatedstream.TheParcelwas restoredtoprovideecologicalandwaterqualityenhancementstotheNeuseRiverBasinbycreatinga functionalripariancorridor.Approximately26.67acreshavebeenprotectedwithapermanent conservationeasementalongtenunnamedtributaries(T1,T1A,T1B,T3,T4,T5,T5A,T5B,T5C,andT6). FromRaleightakeI40E.Takeexit319forNC210towardSmithfield/Angier.TurnleftontoNC210E (signsforSmithfield).ContinueonNC210Efor2.4milesandturnrightontoLassiterRoad.After4.6 miles,turnleftontoBlackCreekRoad.ContinueonBlackCreekRoadfor0.7milesandthenturnright ontoOldOliveRoad.Thefirstparcelis0.1mileontherightofOldOliveRoad.Theotherparcelsareat variouslocationsfurtherdownOldOliveRoad. 1.5ProjectDesign Approximately26.67acresareprotectedinaconservationeasement.TheParcelwillgenerate23.38 acresofNeuseriparianbuffercredits.Additionally,theParcelwillgenerate3.11acresofnutrientoffset credits,whichcreates7,061.752poundsofnitrogencredits.CreditgenerationisshowninFigure3.The revegetationplanfortheParcelincludedplantingofbareroottreesandcontrollinginvasivespecies growth.BareroottreesselectedfortheParcelwerenativebottomlandhardwoodspeciestypicalfor CoastalPlaincommunitiesasdefinedbySchafale(2012).Thespeciescompositionplantedwasselected basedonthedesiredcommunitytype,occurrenceofspeciesinriparianareasadjacenttotheParcel, andbestprofessionaljudgement.TreespeciesselectedforplantingontheParcelaswellassize specifications,plantingdensity,andplantcompositionaredetailedinTable2. Ifvegetativesuccesscriteriaarenotachievedbasedonacreagedensitycalculationsfromcombined monitoringplotsovertheentirerestorationarea,orifaninspectionofabufferrestorationsiteindicates thatportionsoftheParceldonothavesufficientstemdensitiesorareotherwisedeficient, supplementalplantingshallbeperformedwithtreespeciesapprovedbyNCDWR.Supplemental plantingshallbeperformedasneededuntilvegetativesuccesscriteriaaremet.Noquantitative measurementsofherbassemblageswillberequiredtomeetthevegetativesuccesscriteria. 2.2DescriptionofSpeciesandMonitoringProtocol ThequantityofmonitoringplotswasdeterminedinaccordancewiththeCarolinaVegetativeSampling (CVS)Protocol(LevelII)suchthatatleast2percentoftheParcelisencompassedinmonitoringplots.A totalof19plots(10metersby10meters)wereestablishedwithinthecreditgenerationarea.PVCpipe wasusedtomarkthefourcornersoftheplotsandGPSpointsweretakenateachofthecorners. The2022vegetationplotmonitoringresultedinstemdensityrangingfrom81to809plantedstemsper acre,withanaverageof435stemsperacre.Seventeenoutofnineteenvegetationplotsareontrackto meetthefinalsuccesscriteriaof260stemsperacre.Whenincludingvolunteers,theaveragestem densityis826stemsperacre,withindividualplotdensitiesrangingfrom81to2,509stemsperacre. VegetationPlots3and10failtomeetthecriteriaof260plantedstemsperacrewith81and243planted stemsperacre,respectively.Vegetationplots4,8,9,13,and16haveahighnumberofsweetgumor pinevolunteers.However,thesevolunteersarenotoutcompetingtheplantedtreesandwillbe monitoredclosely. ThroughouttheremainderoftheParcel,adaptivemeasureswillbedeveloped,orappropriateremedial actionswillbeimplementedintheeventtheParcel,oraspecificcomponentoftheParcel failsto achievethesuccesscriteriaoutlinedintheBPDP.Parcelmaintenancewillbeperformedtocorrectany identifiedproblemsontheParcelthathaveahighlikelihoodofaffectingprojectsuccess.Suchitems includebutarenotlimitedto;excesstreemortalitycausedbyfire,flooding,drought,orinsects.Any actionsimplementedwillbedesignedtoachievethesuccesscriteriaandwillincludeaworkschedule andupdatedmonitoringcriteria.
