APR 2 6 2010 Re: Plan Update for Wolseley, N.A. — U.S. Highway 421 Project (SW8 070319-MOD) Dear Ms. Johnson: On January 28, 2010, a permit was issued for this project for a total of 387,915sf of impervious to be directed towards an on -site stormwater pond and 6,250sf of impervious to be directed towards an on -site infiltration trench. On those plans,153,980sf of BUA was to be installed as part of Phase -I and the remaining impervious was to be installed as later phases. Please refer to the Engineer's Certification for Phase-1 that is included with this submittal. It was planned that the later phases would: -be further down the road before construction; however, the prospective tenants of the building have requested that some of the future additions be installed as a part of their signing agreement. We are submitting updated plans that show Phase-11 which will be the expansion of the storage yard and the addition of one parking bay. These areas were preliminarily shown on the permitted set as future. However, the final dimensions are shown on Sheet SW-01A that is included with submittal. The full plan set has been updated with the inclusion of Phase-11 (sheet SW-01A). Phase -I has been constructed. The Phase -II modifications do not change the stormwater that is being directed towards the on - site infiltration trench. The trench is unaffected by Phase-11. There also is no increase in impervious area or drainage area being directed towards the existing on -site stormwater pond. So, the pond is unaffected by Phase-11. However, the impervious allocation breakdown has been modified. The current permitted allocations and the proposed modified allocations to the stormwater pond are shown below in the table. Again, the allowable impervious is reallocated to accommodate the change and to. remain compliant with the permit. As a result of the additional parking bay, the project area needed to be increased by approximately 10,800sf. Fortunately, with the site grading required to complete Phase -II, there was no change to the size of the permitted drainage basin. The "property area", which is actually "project area" for this site since the permit is only tied to part of the overall property boundary, increased from 13.8686 acres to 14.1158 acres. As a result, the overall density decreased from 65.25% to 64.10%. At some point in the future, the remaining area to the South of this project and North of the adjacent development will submit for a separate off - site stormwater permit to SW8 050217. However, as with the previously permitted project, that is not part of this plan update either. I did a quick check of the pond design. In order to meet the County's pre and post discharge requirements, the pond is already much larger than required per the State's stormwatcr rules. The additional drainage area is basically insignificant on the pre -post modeling as well. As a result, it appears that no modifications will be required to the pond for the plan modification. It appears that this project will indeed fall under the express system as a minor modification. Is the cost for an express review of a minor modification still $2,000 for high density projects? Since the last modification was done under the 2008 rules, there is no Major vs. Minor issue to consider as far as the rules go. A determination as to whether a project is a major or a minor modification would be needed only if it was permitted under a different set of rules than the 2008 coastal rules. The project would be just a routine standard "modification" in the regular program, because you are adding drainage area and will need to recalculate the minimum pond surface area and volume based on the new larger drainage area and the permit will have to be rewritten to reflect the changes. The project would only qualify as a minor mod in the Express program only if the pond size did not have to be increased to accommodate the larger drainage area. If the size of the pond has to be increased, then it's just a regular modification for Express. We will be modifying the drainage basin slightly to account for the additional parking area but not the overall impervious to the permitted BMP. The drainage area to be permitted will increase from approximately 540,OOOsf to 555,OOOsf (less than 3% change). The overalLpermitted impervious, however, will remain the same. To do this, there will be a reduction in the future impervious allocation for this project. Would this modification be considered as major or minor?
