(LMG) recently evaluated the Ellis Plantation property to determine whether any "Waters of the US" and/or jurisdictional "404" wetlands existed on the property. During this evaluation, LMG followed the Army Corps of Engineer's 1987 Wetland Delineation Manual which defines jurisdictional wetlands with a three -parameter approach including vegetation, soils, and hydrology. Under these guidelines, no vegetated wetlands were found within the property boundaries. Two existing ponds were considered "Waters of the US or "Relatively Permanent Waters" (RPWs). These jurisdictional waters are shown on the enclosed sketch. A ditch near the northwest property line was also considered jurisdictional but appears to be located entirely off -site. The jurisdictional limits shown on the enclosed sketch were field -approved by Ms. Kim Garrey, USACOE, on 7/24/2007. The lots were Recorded in 1989 and 1991 prior to the County's jurisdictional authority regulating development. A stormwater management plan and permit will be submitted to DWQ for permitting under low density development. Project Description The project site is located in Brunswick County in Lockwood Folly Township and the subdivision of Ellis Road Plantation just off Hewettown Road, SR 1178, which is approximately 2 rniles East of US 11,7er S 2 ,d The project is 12.52 acres, composed of 10 lots on Ellis Road and 2 fragmented lots off Knotts Landing Place with the lots being recorded with the Register of Degds in the late 1980's and early 1990's. No lot grading will be performed. Ellis Road i "a t-sand dirt road with moderate rutting and erosion. Presently, Ellis Road driving suface and roadside ditches have no vegetation and with each storm, the easily era,.4ed soils wash into a pond just south of Ellis Road at Station 12+50 Rt. On July 2.4, 2607, the Army Corps of Engineers defined the pond as U.S. waters and jurisdictional wetlands. The banks of the jurisdictional pond are rutted and eroding into the pond and steeper than 3 to I slopes. A culvert drains the pond under Knotts Landing Place to more jurisdictional waters. The invert of the outlet culvert is 19.65'. The delineation of the wetlands (pond) was originally set at 20.0 feet as there is no visible wetlands flora on the pond banks. The Land Management Group (LMG) recommended the limits of jurisdiction to be above 20' or somewhere between the top of the bank and the surface elevation. A letter from Land Management accompanies this narrative. A ground spot elevation on Knotts Landing Place is 23.52'. Using this as a top of bank elevation and the permanent pool elevation as 19.75 yields a jurisdictional delineation at approximately 21.7% we rounded up and used the 22' contour as limits of wetlands. The project site is moderately denuded with just enough Pine trees and Pine needles to stabilize off -road areas and a small part of the ro4`1 right-of-way. The Land Management Group (LMG) augured 3 soil borings to locate seasonal high groundwater. The entire project area appears to be on 3 to 4 feet of indigenous fill as indicated by a soil scientist locating seasonal high ground water. The pine trees appear to be 25 to 35 years old growing in the fill, and, with several significant ponds in and adjacent to the project, logic dictates that spoils excavated from the ponds were used to raise the land. This eliminates infiltration as a method of stormwater management and the high groundwater excludes retention ponds as a viable BMP. This project will bring drinking water from a new connection to a 12" feeder main on SR 211 in an 8 inch line to the lots along Ellis Road. The 8" will be looped to an 8" line in an adjacent subdivision, RiverSea Plantation. At the intersection of Ellis Road and Knotts Landing Place, a 6" water line will extend down Knotts Landing which parallels Ellis Road, and cross private property and re -connect to the 8" line nears its' terminus on Ellis Road. Sanitary sewer will be collected and conveyed via low pressure mains to a similar system in the adjacent subdivision, River Sea Plantation. The largest sanitary sewer pipe is 3 inches. Both utilities are pressure lines, therefore trenches will be shallow with installation creating minimal land disturbance. Surfacing courses on Ellis Road will be 8 inches in depth. A roadway profile was set for an earthwork mass balance by setting profile grade approximately 4 to 6" above original ground and using the excavated soils to construct shoulders. Shoulder cross slopes will vary 4% to 8% to conserve soil and edge of shoulder will meet the top of the existing roadside ditch at approximately existing elevations. With the exception of a few places where ditch back slopes are steeper than 3:1, roadside ditches will remain at the existing grade but stabilized with grass. The existing drain pipes will remain and be extended where required The flow of stormwater from the project generally goes through the ponds into an un- named stream for approximately 3/4 mile to the Lockwood Folly River. This section of the Lockwood Folly River is SC; HQW. For low density permitting, 24% allowable impervious surface equals 130,920 SF or 3.006 Acres. Impervious surface within the R/W is 43, 764 SF; Allowable impervious surface on lot is the total allowed minus that in the R/W or 130,920 SF minus 43,764 SF equals 87,156 SF. Divided by 32 lots yields 2,724 SF of impervious surface per lot plus 228 square feet per lot for driveway access to the lot. All inclusive, each lot will be allowed 2,952 square feet of,impervious surface. Stormwater Treatment Ellis Road will have 6 foot wide grass shoulders so for stormwater sheet flowing off Ellis Road, every 9 square feet of impervious surface, there will be 6 square feet of grass shoulders with slopes varying from 3% to 8%. Stormwater will sheet flow through 6 foot grass shoulders and then be conveyed through 2,192 lineal feet of grass lines ditches. Initially, there will be 3032 lineal feet of grass shoulders but as development occurs, driveway culverts will replace some grass ditch. When fully developed, there will be 30 developed lots with driveways that will require driveway culverts about 28 feet in length. The lots were Recorded in 1989 and 1991 prior to the County's jurisdictional authority regulating development. A stormwater management plan and permit will be submitted to DWQ for permitting under low density development. Proiect Description The project site is located in Brunswick County in Lockwood Folly Township and the subdivision of Ellis Road Plantation just off Hewettown Road, SR 1178, which is approximately 2 miles East of US 17 on SR 211. The project is 12.52 acres, composed of 30 lots on Ellis Road and 2 fragmented lots off Knotts Landing Place with the lots being recorded with the Register of Deeds in the late 1980's and early 1990's. No lot grading will be performed. Ellis Road is silt -sand dirt road with moderate rutting and erosion. Presently, Ellis Road driving surface and roadside ditches have no vegetation and with each storm, the easily eroded soils wash into a pond just south of Ellis Road at Station l 2+50 Rt. On July 24, 2007, the Army Corps of Engineers defined the pond as U.S. waters and jurisdictional wetlands. The banks of the jurisdictional pond are rutted and eroding into the pond and steeper than 3 to 1 slopes. A culvert drains the pond under Knotts Landing Place to more jurisdictional waters. The invert of the outlet culvert is 19.65'. The delineation of the wetlands (pond) was originally set at 20.0 feet as there is no visible wetlands flora on the pond banks. The Land Management Group (LMG) recommended the limits of jurisdiction to be above 20' or somewhere between the top of the bank and the surface elevation. A letter from Land Management accompanies this narrative. A ground spot elevation on Knotts Landing Place is 23.52'. Using this as a top of bank elevation and the permanent pool elevation as 19.75 yields a jurisdictional delineation at approximately 21.7'; we rounded up and used the 22' contour as limits of wetlands. The project site is moderately denuded with just enough Pine trees and Pine needles to stabilize off -road areas and a small part of the road right-of-way. The Land Management Group (LMG) augured 3 soil borings to locate seasonal high groundwater. The entire project area appears to be on 3 to 4 feet of indigenous fill as indicated by a soil scientist E C E 8 V ED AUG 0 7 2007 DWQ PROJ # locating seasonal high ground water. The pine trees appear to be 25 to 35 years old growing in the fill, and, with several significant ponds in and adjacent to the project, logic dictates that spoils excavated from the ponds were used to raise the land. This eliminates infiltration as a method of stormwater management and the high groundwater excludes retention ponds as a viable BMP. This project will bring drinking water from a new connection to a 12" feeder main on SR 211 in an 8 inch line to the lots along Ellis Road. The 8" will be looped to an 8" line in an adjacent subdivision, RiverSea Plantation. At the intersection of Ellis Road and Knotts Landing Place, a 6" water line will extend down Knotts Landing which parallels Ellis Road, and cross private property and re -connect to the 8" line nears its' terminus on Ellis Road. Sanitary sewer will be collected and conveyed via low pressure mains to a similar system in the adjacent subdivision, River Sea Plantation. The largest sanitary sewer pipe is 3 inches. Both utilities are pressure lines, therefore trenches will be shallow with installation creating minimal land disturbance. Surfacing courses on Ellis Road will be 8 inches in depth. A roadway profile was set for an earthwork mass balance by setting profile grade approximately 4 to 6" above original ground and using the excavated soils to construct shoulders. Shoulder cross slopes will vary 4% to 8% to conserve soil and edge of shoulder will meet the top of the existing roadside ditch at approximately existing elevations. With the exception of a few places where ditch back slopes are steeper than 3:1, roadside ditches will remain at the existing grade but stabilized with grass. The existing drain pipes will remain and be extended where required The flow of stormwater from the project generally goes through the ponds into an un- named stream for approximately %a mile to the Lockwood Folly River. This section of the Lockwood Folly River is SC; HQW. For low density permitting, 24% allowable impervious surface equals 130,920 SF or 3.006 Acres. Impervious surface within the R/W is 43, 764 SF; Allowable impervious surface on lot is the total allowed minus that in the R/W or 130,920 SF minus 43,764 SF equals 87,156 SF. Divided by 32 lots yields 2,724 SF of impervious surface per lot plus 228 square feet per lot for driveway access to the lot. All inclusive, each lot will be allowed 2,952 square feet of impervious surface. Stormwater Treatment Ellis Road will have 6 foot wide grass shoulders so for stormwater sheet flowing off Ellis Road, every 9 square feet of impervious surface, there will be 6 square feet of grass shoulders with slopes varying from 3% to 8%. Stormwater will sheet flow through 6 foot grass shoulders and then be conveyed through 2,192 lineal feet of grass lines ditches. Initially, there will be 3032 lineal feet of grass shoulders but as development occurs, driveway culverts will replace some grass ditch. When fully developed, there will be 30 developed lots with driveways that will require driveway culverts about 28 feet in length.
