Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North
Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended).
This final permit includes no major changes from the draft permit sent to you on March 17, 2004.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of
this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina
General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North
Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain
other permits which may be required by the Division of Water Quality or permits required by the Division of Land
Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be

The permittee shall obtain authorization from the Division prior to the use of any chemical additive in the discharge. The permittee shall notify the Director in
writing at least ninety (90) days prior to instituting use of any additional4dditive in the discharge which may be toxic to aquatic life (other than additives
previously approved by the Division). Such notification shall include Fompletion of Biocide Worksheet 101 (if applicable), a copy of the MSDS for the
additive, and a map indicating the discharge point and receiving stream. There shall be no chromium, zinc, or copper added to the discharge except as
pre -approved additives to biocidal compounds.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

PART IV - EVALUATION AND RECOMMENDATIONS
The permittee is applying for renewal of the permit to discharge waste . It is
recommended that the permit be renewed as requested. This stormwater basin does not
normally discharge primarily due to its large size. In 1999 additional storage was added to
this basin to accommodate growth of the asphalt facility. The basin is designed for failure
of both 300,000 gallon storage tanks on site. Currently the facility has 500,000 gallons of
storage in the containment basin.

No changes are proposed.
Summary
• This is a minor renewal for an industrial facility that receives liquid asphalt in bulk, then stores it in
storage tanks (> 1 MG) before shipping to asphalt plants via tank truck. There is no onsite
manufacturing of asphalt. The only potential wastestreams would be stormwater collected from the
bulk storage containment areas, and a small amount of boiler blowdown. Both of these wastestreams
are piped to a 100,000-gal spill containment basin, which discharges as needed via manual gate
valve. DMRs for the period January 1, 2001 through June 31, 2003 indicate no reported discharge.
• When the facility discharges, the treated wastewater would go to an unnamed trib to Grants Creek>
Yadkin River>High Rock Lake. The receiving ditch is a zero -flow stream (both 7Q10 and 30Q2 =
0). The Region believes any discharge would infiltrate into the ground before reaching Grants Creek.
The entire Grants Creek is listed in the 2002 integrated 303(d)/305 (b) report as impaired for fecal,
turbidity, and sediment.
• Based on the history of limited discharge, NPDES is recommending permit renewal with no permit
changes. Although the discharge is located above High Rock Lake, nutrient monitoring was not
added, since it is not domestic waste and discharges appear to be limited.

Region Data.
• MRO (Wes Bell) conducted a Compliance Evaluation Inspection (CEI) on February 25, 1999 and
reported no major concerns and good O&M. The report stated that there has been no discharge over
the past 4 years, and recommended removal of instream monitoring. No new inspections have been
conducted since then.

Enclosed is the application form for the renewal of the NPDES permit for
Associated Asphalt, Inc. located in Salisbury, North Carolina (formerly Inman
Asphalt Inc.).
The facility operations have not changed. The facility does not have a sludge
management plan, since this is only storm water which collects in the spill
containment basins, and the facility does not generate sludge.
