41.Describe the overall project in detail, including indirect impacts and the type of equipment to be used:
Erosion and sedimentation control measures will be installed after the hand clearing of vegetation is conducted.Bridge replacement construction adjacent to the existing bridge using
heavy equipment from the upland roadway approaches.Deck drains on the bridge do not discharge directly into the stream.Bridge demolition will occur after the bridge and new roadway
approaches are completed.Demolition will include the removal of the bridge deck and removal of the abutments to the ground line to avoid utility impacts.Replacing the bridge on new
alignment to the southeast(downstream)is required to:provide continued access to the end of the road because of the presence of a water main to the northwest(upstream);no detour
route is available;and, this alignment also avoids impacts to the tributary to Deals Creek.

E. Impact Justification and Mitigation
1.Avoidance and Minimization
la.Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The proposed bridge span length was extended to avoid impacts to Deals Creek.Riprap protection at the bridge abutments is being placed outside of
the jurisdictional stream boundary to avoid permanent impacts to Deals Creek.
1 b.Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
NCDOT Best Management Practices(BMPs)for Construction and Maintenance Activities will be employed.Demolition and construction methods from
the roadway approaches will be used to minimize impacts.
