SUBJECT: Wilderness Trail Golf Development, Additional Minor Impacts, Greenbrier Creek (C-
Trout), Action ID: 200531470 &DWQ No: 20052011, Avery County
The applicant proposes additional impacts to jurisdictional waters to complete this development.
Biologists with the North Carolina. Wildlife Resources Commission are familiar with habitat values in the
area. These comments are provided in accordance with the provisions of the Fish and Wildlife
Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d) and the North Carolina Environmental
Policy Act (G.S. 113A-1 through 113A-10; NCAC 25).
The golf course development project will cause additional impacts, including 120 linear feet of permanent
stream loss and 60 linear feet of temporary stream impacts as well as 0.001 acres of permanent and 0.011
acres of temporary wetland impacts. As indicated previously, the southern (native) strain of Brook trout
is known for the area.
Based on our review of this recent submittal, we will not object to the specified additional impacts
providing they are necessary to complete the project and providing that our previous recommendations
(November 14, 2005) and current 404 permitl401 certification conditions are followed. Project
proponents should be informed that pond stocking permits from the NCWRC may be necessary for ponds
tributary to native trout habitats. Non-native species, including plants, should not be stocked. Project
proponents should consult with Mr. Bob Brown, Fishery biologists at 828-437-3977 about stocking
permits and potential public fishing opportunities. Mr. Brown may provide insights and assistance
relative to native trout management practices.
