Good afternoon Jennifer:
The ARO has reviewed the submitted application and has the following question regarding the submitted application.
• Purpose and Need: No "purpose and need" has been provided for the impacts associated with the "outparcel"
in the submitted package. Without "purpose and need ", the ARO cannot determine if the "avoidance and
minimization" requirement has been met. (Note that the outparcel is almost 100% wetlands currently, this is a
prime opportunity for avoidance and minimization.
• Purpose and Need: There is reference to Wal -Mart Neighborhood Market as the potential end user of this
property, but no supporting documentation has been provided that shows a contractual agreement with Wal-
Mart for this project. Without such, this project is "speculative" in nature, and may not be approvable as
submitted.
Avoidance and Minimization: As part of the submitted information, the applicant has submitted an e -mail from a
realtor regarding other parcels in the area. This e -mail refers to the total 9 acre parcel, and requests
information on other 9 acre parcels in the area. As the development proposed is only 5 acres, there is no
evaluation of nearby 5 acres parcels being evaluated for possible alternative building sites.
