See below from the project engineer. A French drain type system will be used to collect groundwater seepage
along the impact reach. Stormwater from above the project site will continue to discharge to the stream at the
downstream limit of the impact.

We can place a 2'x2' stone trench wrapped in geotextile fabric in the proposed impact zone to provide any groundwater
a route to travel out. We have around 25' to 30' of fill going in over top of that to get to final grade, so I hesitate to
place any small pipes that deep that would likely fail. The offsite stormwater is being piped through our site and will
discharge above the buffer at the downstream end of our proposed impacts.

See the question from Doug Perez below. Are you going to use a French drain to collect the groundwater
seepage at the stream impact? How will stormwater from above the site be handled? Doug's concern is
drying up the stream just below where our impacts end. Will stormwater from above the site on the adjacent
parcel be piped under the development and empty into the perennial stream at the downstream end of our
stream impacts?

How is hydrology proposed to be maintained on CH zoo? Is it all being proposed to be piped? I'm concerned about
the perennial section downstream. We may need to add monitoring to this one.

See my responses below.
1. The developer, Matt Erich, is doing the grading work himself so the project budget and profit margins
are tight. The cuts and fills on site balance on the grading plan including being able to fill the valley of
CH 200. Matt does not plan to sell this property. He plans to lease all the buildings and manage the
project himself. When we first got involved in the project Matt thought he was going to be able to grade
all the way to the power line easement. He originally budgeted and planned for 16 buildings. When his
engineer submitted initial plans to Iredell County Erosion Control and City of Statesville Stormwater
Services Matt was told that he needed to get an environmental consultant involved as he likely had
regulated waters on site. When I first spoke to Matt about his project, he was under the impression that
the pond on site was a stormwater (non -regulated) pond. He did not realize he had areas on site that
were regulated waters. Due to the existing topography along CH 200 three additional buildings would
be lost without the stream impacts. There is 60' of elevation change from the top of the CH 200
drainage to the bottom of the drainage within the project limits. Even losing two buildings would result
in a 12.5% Toss of original yield. Reducing to 12 buildings would be catastrophic for the project at a
25% loss. The cost of a retaining wall to avoid impacts to the lower reach of CH 200 impacts the
project budget significantly. An ideal plan would include a loop road which would allow for better traffic
flow, however, additional stream impacts to CH 200 would be necessary.
2. We were back on site this week to do a Schweinitz's sunflower survey during the flowering period. No
plants were observed. No Schweinitz's sunflowers are present on site.
3. The 401 public notice ends on October 14th. I hope Doug will be able to issue the 401 soon after the
public notice ends.

Good afternoon, I am working on reviewing the submission for Business Park Drive.
I have additional questions.
1. In the grading plan/ plan development in effort to "avoid and minimize" I am asking the applicant if the project
is unfeasible if the two buildings, or even one that are directly located on CH 200 could be removed to avoid all
impacts? Is the project feasible with 14 buildings?
2. In addition the letter from USFWS dated July 20, 2022 indicated that the service was confused as to the
presence of suitable habitat for the Schweinitz's Sunflower. Although the service sometimes accepts pedestrian
surveys outside the survey window, it's not typical. Were additional pedestrian survey's conducted during the
appropriate window? Was there a report? Or additional information indicating where the suitable habitat might
be?
3. Have you received the Individual Water Quality Certification from the state for this project?
