Skvarla III Governor Secretary November 18, 2014 DWQ Project # 14 -1165 Tyrrell County CERTIFIED MAIL: RETURN RECEIPT REQUESTED 7014 0150 00007802 4775 Phillip Carawan Post Office Box 164 Columbia, NC 27925 Subject Property: Carawan Marina Albemarle Sound [PAS 50, 30; SB] REQUEST FOR ADDITIONAL INFORMATION Dear Mr. Carawan: On November 11, 2014, the Division of Water Resources (DWR) received your application for proposed impacts to construct two rock jetties, expand and bulkhead an existing channel, and rip rap the shoreline. The DWR has determined that your application is incomplete and /or provided inaccurate information as discussed below. In accordance with 15A NCAC 2H .0500 the DWR requires additional information in order to process your application to impact SB waters on the subject property. Therefore, unless we receive the additional information requested below, we will have to move toward denial of your application as required by 15A NCAC 2H .0506 and 15A NCAC 2B .0200 and will place this project on hold as incomplete until we receive this additional information. Please provide the following information so that we may continue to review your project. Additional Information Requested: 1. Project description list two (2) 250 foot long riprap groins. Plan sheet shows one groin located north of subject channel 250 feet in length and a second groin to the south 257 feet in length. Both plans and project description should be consistent. 2. During a scoping meeting held in this Office on July 9, 2014, for the subject project, it was discussed placement of dropdowns or breaks within the groin with overlaps to provide aquatic life passage. Plans supplied to this Office show no such accommodations for aquatic life passage. Page 2 of 2 3. Your current application sites CAMA Major Permit 38 -96, issued in 1996 and modified in 1997, including (2) 150 foot wooden groins into the Albemarle Sound. Your current application shows one 250 foot rip rap groin and one 257 foot rip rap groin. Please note that it is necessary to demonstrate avoidance and minimization of impacts for this project. The additional 207 linear feet of impacts will require an evaluation of near shore sediment transport and impacts the proposed project will have on sediment transport, benthic community, and fish and wildlife resources in accordance with 15A NCAC 021-1.0506. Please respond in writing to the DWR within 30 days of the date of this letter to with the requested information. If we do not hear from you within 30 days, we will assume that you no longer want to pursue this project and we will consider the project as withdrawn. This letter only addresses the application review and does not authorize any impacts to wetlands, waters. Please be aware that any impacts requested within your application are not authorized (at this time) by the DWR.
