To line the pond and thereby reduce percolation would deny the applicant what has always been a l egi ti - mate use of our ground waters, i.e. the dilution of wastewaters after adequate filtration of those wastewaters through soil. Cashiers receives a substantial amount of rainfall annually, and I would hesitate to decry the owners the benefit of percolation if we are serious about the operation of this pond as a non -discharge system. HOLSHOUSER, )R. GOVERNOR The writer inspected wastewater treatment facility serving Bradley Packing Company on May 2, 1974. The wastewater treatment facility serving Bradley Packing Company is comprised of an outfall line which has a series of cascades to allow for aeration of the wastewater. On the day of the inspection, the discharge was observed to be clear and appeared to be relatively free of pollutants. In talking with Mr. Walter Bradley, owner, Bradley Packing Company, it was learned that the design of the discharge facility had been laid out by TVA prior to its construction. Mr. Bradley stated that the main business of the Company was a small wholesale patty business catering to cafes, schools, institutions, etc. It is estimated that the discharge from this operation should have a very insignificant effect on Savannah Creek. The only slaughter- ing that is done at the Company is for local farmers who want their animals butchered for their personal use. This would be a maximum of 20 animals per week and would result in a small amount of blood, grease, etc., being dis- charged to Savannah Creek. The writer informed Mr. Bradley that every effort should be made to prevent these killing wastes" from being discharged to the stream. Don Link and Ted Minnick, both with the Divi- sion of Environmental Management's Groundwater Section, inspected the new fine solids settling pond at the wastewater treatment plant serving Sapphire Valley Development. This inspection was conducted out of concern that blast- ing done for purposes of excavating the pond may have fractured the remain- ing rock, thereby connecting the pond with water in the fracture zone. This possibility was supported by the presence of two or three feet of water in the pond at the time of inspection, plus the fact that soil around the pond was sloped in such a manner as to keep out surface drainage. These inspections were conducted to determine if the water in the new pond was groundwater or runoff from precipitation. During these inspections, the water in the pond was lowered by pumping with two gasoline -powered pumps but were never actually pumped dry. Mr. Minnick noticed that while the water level in the pond was being lowered, groundwater could be observed entering the pond in several places along the sides. Rain did not fall during the period of pumping. Since this verifies the pond is, in fact, connected directly to the water table, the pond must be lined with an appropriate zero perme- ability water tight liner installed by methods suitable for conditions below the water table or shall be filled with compacted clay to a depth of four feet above the water table and be diked around the facility to obtain the needed storage capacity. Obviously, we are receptive to other approaches to sealing the pond and are willing to discuss such with you. Upon the receipt of your revised plans, the location and construction standards for a well to monitor for potential groundwater contamination at the site will be provided by this Division. We pro- , pose to accomplish the pump down of -the --.pond through a perforated well and telescoping valve that would not disturb the soil --blanket. Paragraph three of your letter suggests that the apparant savings using this liner would likely be negated by replacement costs. The manufacturer of the lini�l.gassures us that with the soil believe that any manufacturer of any lining material,^ whether—`"--�-4' it be Hypalon or any other sophisticated linings will guarantee ' a life in excess of 25 years. I personally believe that a properly installed PVC liner such as the one discussed in this letter will seal the pond for the next 20 to 25 years and will meet all of the requirments of the Ground Water People.
