Good morning! Construction of the stream enhancement project is complete. As far as I know Wildlands will
be planting the live stakes in January 2023. Morgan Corp is completing the as -built survey. Atlas will be back
onsite this Wednesday to collect field data and photographs for the initial report per your email below.

Hi Jennifer, and thank you for the detailed description of events. Based on this information and our discussion on
Tuesday, the Corps is amenable to extending the deadline for completion of all aspects of the Stream CH 100 relocation.
As such, Special Condition 2 of the attached Nationwide Permit (NWP) 39 verification, dated 1/21/2022, has been
revised to state the following:
2. Stream CH 100 must be relocated using natural channel design techniques. The approved stream relocation is shown
on Permit Figures 7 and 8 of the enclosed plans. This stream must be relocated according to the plans and descriptions
shown on Permit Figures 8 through 20 of the enclosed plans. These activities shall be completed no later than September
16, 202Z with the exception of live stake planting wherever referenced, which shall be completed no later than March
31, 2023. Once the stream relocation work is complete, you must submit an initial report within 30 days detailing the
work completed, including a photograph record sufficient to document the entirety of the stream relocation reach.
All other Special Conditions and terms and conditions of the above referenced NWP 39 verification remain valid and
unchanged.

David,
Jacob met with folks from Morgan Corp and folks from Wildlands Construction to what we thought was going to
be to kick off the stream relocation construction work yesterday. Morgan Corp is the general contractor for the
developer. We had been frantically trying to get our information to Wildlands the day before as Morgan Corp
had not given them our plan documents. It became apparent quickly that we were not going to be able to start
construction this week. Based on current site conditions and the elevation of the SCM outlet at the bottom of
our relocation reach we need to steepen our slopes a little.
Here is a summary of Jacob's notes back to Morgan Corp and Wildlands last night.
As requested during the conclusion of today's site meeting this email includes a summary of discussions
related to the stream relocation to continue moving the project forward in a timely manner.
- Atlas will coordinate with regulators as necessary regarding any additional grade control structures and
time limitations due to unforeseen site constraints and requirements.
- Wildlands has expressed concerns about completing the project by the USACE deadline.
o As we discussed today, 1 do not anticipate David Bailey (USACE) having issues approving a 2
week extension so long as efforts to progress the project are occurring.
- Wildlands has expressed concerns about the stability of the upper 157 feet of the restoration reach.
o Atlas will add 5 additional grade control structures to the design between station 0+00 to
approximately station 1 +78.
- Atlas observed and approved of the stockpiled substrate material.
- Due to the relocation being positioned within a DOT right-of-way an As -Built will be required to be
submitted to DOT.
o Due to this, and other limitations, it was determined there was not enough information to begin
the construction today.
- Atlas was tasked to provide the following additional information:
o Station and elevation data
o Head and tail of riffles
o Radius points along bends
o XML/DXF files to stake alignment in the field
- Wildlands has requested the alignment be staked out in the field based on the above additional
information.
We need an extension until September 161" to get this work completed but for the live stake
installation. Please let us know if this extension is granted. If you have any questions or need to discuss the
