This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0012948. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection. Please submit an Engineering Certification, as specified in the 2020 permit (Permit Condition I.1) as soon as possible. A copy is attached. This inspection was conducted to determine whether the facility is being maintained and operated in compliance with Permit No. WQ0012948. Danielle Hunter (RPB Systems) was present and assisted with the inspection. In August 2021, a hurricane damaged the Pisgah Wildlife Education Center building and flooded the hatchery. The damage has been repaired and general hatchery operations have resumed, although the Education Center remains closed. Currently, flow into the treatment area is limited to wastewater from 3 residential homes and the hatchery restrooms/sinks. Note that the as-built drawings provided in the last permit modification do not show the connection of the 3 residential homes to the treatment system. It is recommended that this be revised in the next permit update/modification. Adam Moticak with the Wildlife Resource Commission indicated, via a follow-up phone conversation, that the long-term plan is to demolish the current hatchery and education center and move forward with renovating and expanding the hatchery and building out smaller public restrooms. Demolition is currently scheduled to begin in December 2023. Please note that any changes to the wastewater system should be reviewed and approved via a minor or major permit modification. Overall the facility appeared to be operational and maintained in accordance with the permit, despite the low flows. In 2020, the filter media was replaced with encapsulated recirculating filter media pods (EZ treat pods). The associated pump, piping, and dosing panel was also replaced. The filter heads are regularly checked and only 2 have required cleaning since the new system was installed. RPB Systems still uses a small quantity of soda ash to stabilize pH - there is no minimum pH requirement in the current permit. Total Residual Chlorine, flow, and pH are checked weekly and PPI sampling occurs 3 times per year. Since hurricane damage occurred, the facility has been reporting “no flow” through the treatment system. Moving forward, flow needs to be reported on the NDMRs (Permit Condition IV.3). An Engineering Certification still needs to be submitted for the 2020 permit modification (Permit Condition I.1). Please provide a copy of that as soon as possible.
