We are hoping to start back up in 2023. As part of the reissuance request, I wanted to see if NCWRC had any issues with the project. The project should greatly improve existing conditions—currently,there are several small streams emanating near and within the existing roadside ditches,which all flow to Roaring Branch. We plan to widen and pave the roadway, and improve all existing drainages—replacing pipes as well as putting the roadside springs/streams in a rock lined ditch that will be a few feet further from the roadway. Right now, all are in poor shape and choked with gravel. While Roaring Branch is a nice stream, all the pools along this project are pretty full with gravel dust, and my assumption is they are entering the stream largely from the small tributaries and springs along Roaring Branch Rd. I've attached the original plans and PCN summary letter, as well as the 401 and 404. In the 404, at the end,you will find NCWRC's original comments. They include a trout moratorium,which we still plan to commit to. Also of importance, two of the seven wet pipes (Stat 1 and 13) have already been completed. While the plans show us adding onto existing pipes at a few locations, we will do a full replacement of the entire pipe rather than trying to add on. Finally, all of the remaining pipes are very small and steep >6%, so we do not plan to bury any of them. Let me know if you are ok with us pursuing a reissuance and keeping the previous comments/requests in Marla's letter. Also, more than happy to meet you up there one day if you'd like.
