Attachments include
1)Tribal coordination letter and the two responses that were obtained
2)Permit application / PCN, project summary letter, and plans
3)Original 401 and 404 permits, which include mitigation/MRT form, as well as NCWRC comments

Reverification information - Reverification of this project is requested as the previous permits have expired. The
project is partly complete, but is currently idle. NCDOT hopes to resume construction spring, 2023.
The previously issued 404 and 401 Permits and PCN are attached. There have been no changes to the design
or impacts since the previously issued permits and the plans submitted with the original application package
remain accurate and valid.
Regarding Sec 7, a review of USFWS IPaC program on 10-11-22 revealed the following listed species for this
project - Gray Bat, NLEB, Bog Turtle, Swamp Pink, and Rock Gnome Lichen. Habitat for Bog Turtle, Swamp
Pink, and Rock Gnome Lichen does not exist within the project area. Therefore, we believe a biological
conclusion of "No Effect" should apply to these species.
Regarding NLEB, all > 3" dbh trees within the project limits have already been cleared. While stump sprouts
and small trees have grown since the original clearing, and will need to be removed, all are still < 3" dbh. Also,
there are no structures (buildings, bridges, or suitable culverts) that will be impacted. There are no water bodies
suitable for gray bat foraging, as all streams on the project are extremely small (<1' width). The closest Red
Huc is approx 35 miles to the southwest, and the closest mine/cave is > 2 miles away. While blasting and/or
percussive instruments may be required, NCDOT can commit to the following conservation measures:
1)No artificial lighting will be used during project construction.
2)No night work will occur.
3)No trees or snags > 3" dbh will be removed as part of this reverification
Since this reverification request will not involve the alteration or removal of any potential bat habitat, we
propose a "No Effect" for all bat species.
NCWRC Coordination - I emailed Dave McHenry with NCWRC to ensure they are ok with this reissuance, and
he had no issues with the request (letter is attached). NCDOT is still committed to the proposed Trout
Moratorium from Oct 15-April 15th.
Archaeology and Historic Properties - There have been no changes to Archaeology and Historic Properties
since the previously issued permits.
Tribal coordination - The original permit predated current tribal coordination protocols. Please find attached
tribal coordination for this project.
