NOVs. Comments from ARO regarding compliance
problems at the facility: This facility utilizes membrane
filtration for the treatment process. The membranes
frequently tear and due to COVID supply chain issues,
repairs were delayed for some time. They finally repaired
the membranes in November 2021 and there was a dramatic
drop off in the violations. Going forward, they will
probably continue to have problems with the membranes
tearing and we can only hope that future repairs will be able
to happen faster. The ORC recommends that the owner
modify the system, as the filters are too fragile for the
operational environment.

Note on applicability of HQW rule
NC0059200 was first issued an NPDES permit in August 1984.
15A NCAC 02B.0224 (Water Quality Standards for High Quality
Waters) was first adopted in 1995. The specific requirements for
discharges to HQW waters are for new and expanding discharges,
not existing discharges. NC0059200 existed prior to adoption of
the HQW rules and is not classified as a new or expanding
discharge. Should the facility request any expansion, the
standards in 02B.0224 would apply.
