Subject: Request for Adjusted Daily Sewage Flow Design Rate—Town of Stanley
Dear Mr. Miller:
The Town of Stanley is a municipal wholesale wastewater customer of Two Rivers Utilities. The
wastewater discharge from the Town of Stanley is treated at the Long Creek WWTP, NPDES
Permit Number NC0020184.
The North Carolina Administrative Code (15NCAC 02T .0114 (f)) includes provisions for
reducing wastewater flow when adequate evidence justifies the use of a lower flow rate. The
Town of Stanley has commissioned an evaluation of their typical residential customer use
patterns as demonstrated in the attached Technical Memorandum from Gavel & Dorn
Engineering dated August 2, 2022. The flow data indicates that the Town of Stanley's residential
customers utilize less water and therefore contribute less wastewater than prescribed by the
Code.
Two Rivers Utilities has reviewed the Technical Memorandum and is agreement with the results.
We therefore request that the Town of Stanley be allowed to use a flow rate of 60 gallons per day
per bedroom for each new residential unit added to their system.
